Human Resource Manager – Resourcing

Job description

Zambia Revenue Authority (ZRA) is inviting applications for the position of Human Resource Manager – Resourcing, Salary Grade ZRA04 (1 position), Human Resource Function.

Purpose
Reporting to the Assistant Director – Resourcing and Development, the job holder will lead implementation of the Authority’s resourcing strategies, policies and workforce planning initiatives to ensure timely acquisition, deployment and retention of competent talent.

Key Duties
– Lead workforce planning, recruitment and selection processes.
– Advise Line Managers and Selection Panels on recruitment, assessment methods and policy interpretation.
– Coordinate recruitment campaigns and talent pipelines.
– Oversee competency-based assessments, aptitude tests, interviews and assessment centres.
– Manage recruitment documentation, records and correspondence.
– Improve use of recruitment technologies and data.
– Coordinate job evaluation exercises and role profiles/job descriptions.
– Manage resourcing risks and stakeholder relationships.
– Supervise and coach staff in the Resourcing Unit.

Minimum Requirements
– Grade 12 School Certificate or GCE with at least five credits including English.
– Degree in Public Administration, Human Resource Management, Industrial Psychology, Business Administration with a bias in HR, or related Social Science.
– At least five years post-qualifying experience in HR Management, with at least three years in recruitment, talent acquisition or workforce planning, preferably in a large complex organisation.
– Valid 2026 Full Member status of the Zambia Institute of Human Resource Management (ZIHRM).
– Professional certification or training in HR Analytics, AI, Talent Acquisition, Competency-Based Interviewing or Assessment Centres is an added advantage.
– Master’s degree in HR Management, Business Administration or a related field is an added advantage.
