Job Description
To plan, coordinate, manage and administer contracts signed by the Corporation in full compliance with the Zambian Public Procurement Act (ZPPA) and applicable procurement regulations, ensuring effective contract implementation, performance monitoring, risk control, and value for money.
Key Responsibilities

Ensure procurement policies, procedures, rules and regulations are adhered to
Ensure that the Zambia Public Procurement Authority procedures are followed when procuring goods and services
Stock Records/Record Keeping
Report on progress towards business objectives and key projects
Maintain accurately the records of goods in order to ensure their timely availability
Maintain accurate records/services in order to facilitate efficient storage and retrieval of information
Budgeting
Participate in the annual Budgeting
Estimate and establish cost parameters and budgets for purchases
Provide advice on procurement strategies and directions

Supply Knowledge
Review and analyse all supplier’s supply and price options
Develop plans for purchasing equipment, service and supplies
Negotiate the best deals for pricing and supply contracts
Evaluates quotations from suppliers for purchase of goods or services and recommends best source/supplier for the approval of superior and/or Management Procurement Committee
Prepare evaluation reports and procurement committee paper
Ensure that the products and supplies are of high quality
Secretarial Duties
Ensure that delivery of all materials and services by contractors is met in accordance with Corporate objectives and contract obligation.
Expediting contracts for goods, works and services.
Monitoring performance of suppliers and contractors.
Ensure user involvement in contract and procurement management.
Implement procedures for contract management in line with company policy.
Provision of advisory services to internal and external customers.
Maintain contract records and documentation.
Ensure contract close – out, extension or renewal.
Contribution to pre – contract planning to optimize capital allowance.
Conduct site visits for supervision and inspection.
Ensure compliance with relevant legislation and established procurement and contract procedures.
Ensure that contract specifications and requirements meet Corporate objectives.
Employ appropriate procurement options in line with ZPPA requirements for best value.
Facilitation of contractor payment of interim and final payments.
Ensure that signed contracts are communicated to all relevant parties.
Maintaining Register for all duly signed contracts.
Ensure incidents are recorded and reported.
Update risks register and audit responses for the department
Provide secretarial duties for the Section.
Safeguarding of all information pertaining to contracts and other relevant information.
Supervision
Creation and updating of contract management register
Timely preparation of departmental and individual work plans including contract performance reports.
Any Other Duties
Perform any other duties as may be assigned by the supervisor from time to time
Minimum Qualifications
Must possess a Grade Twelve (12) School Certificate.
Must have a Bachelor’s Degree in Purchasing and Supply from a reputable University
Must be a registered member of the Zambia Institute Purchasing and Supply (ZIPS) with a valid practicing license.
Minimum Two years’ work experience in Procurement Management environment.
