Job description

Zambia Information and Communications Technology Authority (ZICTA) is a statutory body responsible for regulation of Information and Communication Technologies (ICT), and Postal and Courier Services in Zambia. The Authority also co-ordinates and oversees activities relating to cyber security in Zambia.

The Authority invites competent, experienced, self-driven and qualified employees to apply for the following positions:

1.0 JOB PURPOSE

Support the Manager Projects – Planning and Implementation to devise and initiate new projects, supervise project officers, oversee project designing, project engineering, project planning, project implementation, quality monitoring and control. The Job holder shall also oversee and                 optimitise the cellular tower and satellite network operations and maintenance to meet ZICTA’s strategic and regulatory objectives.

2.0      SPECIFIC RESPONSIBILITIES

i. Provides input and advise on new project initiatives to meet the Authority’s strategic objectives regarding Universal Access and Service Fund;

ii. Support the Manager Projects – Planning and Implementation to ensure all projects are aligned to strategic objectives and the Universal Access              Service Fund Operations manual and implemented according to the contractual provisions;

iii. Lead a team of project managers and project contractors in project planning for the entire project portfolio to ensure effective project delivery;

iv. Provide support and co-ordinate all project officers, stakeholders, contractors and project portfolio activities/works to ensure timely, cost effective          and quality delivery of projects;

v. Coordinate the preparation of project status reports on a daily, weekly, monthly, quarterly and annual basis to appraise stakeholders on projects            status;

vi. Support the Manager Projects – Planning and Implementation in reconciling the performance of contractors and managed service contractors with          service levels enshrined in the contract for effective delivery of the project; and

vii. Supports the Manager Projects – Planning and Implementation in maintaining and tracking KPIs for all officers and ensure regular reviews of the            score cards whenever there are unforeseen changes to meet annual objectives and targets.

Requirements

3.0     ACADEMIC QUALIFICATIONS AND REQUIRED ATTRIBUTES

a) General Education:
Full School Certificate or its equivalent

b) Academic/Professional Qualifications
i. Degree in Electrical/Electronic Engineering, Telecommunication, Information, Communication and Technology (ICT) or equivalent                                      qualification; and
ii. Membership to a relevant professional body with valid practicing certificate.

c) Work Experience
Five (5) years’ relevant working experience in the telecom or ICT/ regulatory ecosystem.

d) Core Competencies
i. Effective interaction with staff across departments;

ii. Ability to draft complex technical reports for internal use;

iii. Analyze information or situations before decision-making;

iv. Perform complex calculations and apply engineering algorithms;

v. Contribute to policy determination and recommend changes;

vi. Make decisions within broad guidelines, and suggest procedural improvements;

vii. Operate equipment with complex controls and use office tools (e.g., computers, software) accurately;

viii. Ability to use Geographic Information System (GIS) and Planning software tools.

ix. Knowledge of cellular and internet technologies.

4.0 TENURE 

The position of Senior Project Engineer – Planning and Implementation is on Permanent and Pensionable employment.
