Job Purpose
The role of the Senior Program Manager is to support the Programme Officers in the first stage of rolling out the Mafisa activities across Sioma, Shangombo and Nalolo. S/he is responsible for managing Programme Officers in developing grazing and fire management plans for farmers; maintaining records, planning land assessments; conducting meetings with farmers and explaining the land usage and the ability to analyse fire situations. In addition, the Senior Program Manager will also support Programme Officers with the delivery of animal health services and community development and livelihood activities.Post a Job
This is the first leadership role in the Sioma / Shangobo, Nalolo west region, known as Mafisa Lweti. The offices in this region will continue to expand over the next two to four years, and this role will evolve accordingly.

Management and Supervision
Establish new offices and expand Mafisa’s presence within the region. C
Cultivate and sustain relationships with district stakeholders, including traditional leaders, government institutions, civil society organisations, and the private sector.
Actively participate in key district stakeholder meetings to position Mafisa as a trusted and significant development partner in the region.
Supervise Programme Officers in delivering Mafisa activities in assigned districts

Programme Startup and Service Delivery
Oversee the Sioma office while providing oversight to the Shangombo and Nalolo offices
Lead
The setup of animal health services in all communities
The development of community development and livelihood activities
Monitor the delivery of farmer meetings which are imparting information on the importance of animal health and productivity, rangeland management and market opportunities.
Facilitate the formation of Community Committees in all operational areas and ensure that Community Committee Meetings are conducted, and procedures are documented, illustrating free, prior informed consent (FPIC) in line with protocols.
Work with the Senior Manager (data, reporting and MEL), in capturing start up farmer identification and animal registration.
Lead work to promote the adoption of regenerative grazing / holistic grazing methods.
Conduct and support Programme Officers in delivering messages on the importance of mapping grazing blocks and fire management plans in their community.
Monitor that the field team is ensuring that community-led fire management plans are created and implementation by the community of those plans.
Develop procurement plans and work with the Finance team to ensure the timely supply of equipment needed to fulfil the setting up of district offices.
Train field and community-based staff to set up grazing and fire management plans.
Liaise with relevant line ministries on available conservation and environmental management programmes, such as tree planting, fodder crops, etc .
Provide monthly, quarterly and annual activity reports in line with Mafisa requirements.

Human Resources
In liaison with the HR manager, recruit ancillary staff for the district offices.
Ensure all employees and contractors are familiar with the requirements of contract compliance over HSSE, Prevention of Child Labour Guidelines, Prevention of Sexual Exploitation and Anti-Corruption policy.
Guide the Programme Officers with screening and recruitment of Community Agents and Area Coordinators.
Review staffing arrangements by organising staff allocation of annual leave and sickness to ensure operational requirements are met.
Identify and deal with any potential disciplinary issues.
In liaison with the Human Resource Officer, ensure personnel are adequately trained for the tasks they are due to perform.
Requirements
Qualifications:
Bachelor’s degree in rangeland science, range management, agriculture, natural resources or a related field
Knowledge of regenerative grazing practices is required.

Experience
Some experience in delivering these techniques with small-scale farmers is ideal, although not essential.
Good communication skills, and an interest in building the capacity of community-based employees and field staff to support improvement in rangelands.
A thorough understanding of the technical aspects of rangeland management.
Effective decision-making skills about how to manage a certain area of land, what types of plants to plant in a certain area or how to handle a situation that arises during project implementation.
