Job description
The Zambia Credit Guarantee Scheme Limited (ZCGS) is wholly owned by the Government of the Republic of Zambia. The mandate of ZCGS is to provide credit guarantees to viable Micro, Small and Medium Scale Enterprises (MSMEs), in order to facilitate their access to affordable financing. To realize its mission and mandate, ZCGS wishes to invite highly self -motivated, result- oriented, suitably qualified and experienced Zambian Nationals to fill the following vacant Position:
SENIOR ACCOUNTANT -1 POSITION
SALARY SCALE – ZCGS/05
JOB DESCRIPTION/SPECIFICATION
1. JOB PURPOSE
To undertake the provision of financial management services in the Scheme in order to facilitate prudent utilisation of resources, expand the revenue base and ensure accountability. The Job holder will be reporting to the Manager Finance.
Key Tasks and Responsibilities
2. KEY RESULT AREA
PRINCIPLE ACCOUNTABILITIES (MAIN DUTIES)
Audited Financial Statements
Undertakes periodically the production of audited financial statements in order to inform stakeholders and comply with statutory and international financial reporting requirements.
Management Accounting
Undertakes periodically the preparation of Management Accounting Reports in order to inform decision making.
Treasury Management
Undertakes effectively the administration of Scheme’s cash flows in order to facilitate financial and investment decisions.
Budgeting
Undertakes timely the coordination of the preparation of Institutional budget in order to facilitate resource mobilization and allocation.
Financial Controls
Undertakes effectively the development, review and implementation of financial controls in order to ensure adherence to financial regulations.
Asset Accounting
Undertakes effectively, accounting for assets in order to ascertain value and ensure accountability for public property.
Payables and receivables
Undertakes effectively management of payables and receivables in order to meet obligations and safeguard institutional resources
Stores and Distribution
Supervises effectively the provision of storage and distribution services in order to ensure availability of goods to end – users
Payroll
Undertakes effectively the processing of the payroll cashbook in order to facilitate the payment of salaries and other payroll related matters
Supervision
Supervises effectively human and other resources in order to attain the objectives of the Unit.
Performance Management
Undertakes timely implementation of performance management systems in order to monitor and evaluate performance.
3. KNOWLEDGE AND SKILLS REQUIREMENTS
a) Minimum Primary/Secondary Education:
Full Form V/Grade 12 certificate
b) Minimum Vocational/Professional Qualifications:
· Degree in Accountancy or equivalent
· Professional accounting qualification such as CA, ACCA, CIMA or equivalent
· Must be a Member of ZICA
c) Minimum Relevant Pre-Job Experience:
Six (06) years’ relevant work experience
Proficiency in Sage a must have.
Proficiency in use of Microsoft Office and Accounting Software
d) Communication Skills:
· Written Skills
Ability to write technical and analytical reports
· Oral Skills:
Ability to communicate effectively in English
