Job description

Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases.

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Degree in Pharmacy, Clinical Pharmacy, Supply Chain Management, Logistics, Public Health or a related field.
• At least ten years’ experience in health supply-chain forecasting and supply planning.
• Proven experience with QAT, Quantimed or similar quantification tools.
• Deep understanding of HIV, malaria and laboratory commodity supply chains.

DESIRABLE QUALIFICATIONS AND EXPERIENCE
• Master’s in Public Health or Supply Chain Management.
• Forecasting/quantification certification.
• Experience with PEPFAR-funded programmes, MoH pharmaceutical/laboratory systems, and transition/capacity-building programmes.

KEY PERFORMANCE AREAS
Forecasting and supply planning
• Lead the 2026 national forecasting cycle for accurate, timely requirements across programmes/commodities.
• Lead assessments of supply-chain data accuracy, completeness and reliability.
• Lead national commodity quantification using QAT to guide procurement and planning.
• Coordinate national supply-planning meetings to align forecasts, procurement, inventory and distribution.
• Institutionalise standard operating procedures for consistency, efficiency and compliance.

QAT institutionalisation
• Embed QAT across supply-chain structures for standardised, evidence-based quantification.
• Train MoH/ZAMMSA staff in QAT, forecasting, quantification and planning.
• Develop user guides, job aids and reference materials for knowledge transfer.
• Support sustainable financing for continuity and long-term strengthening.

Pipeline monitoring
• Conduct monthly performance reviews, identify risks and drive corrective action.
• Coordinate partner priorities, implementation and performance improvement.
• Track national shipments and supply pipelines for timely availability/delivery.
• Resolve critical bottlenecks through coordination and strategic corrective measures.

Capacity building
• Mentor national forecasting/planning teams and develop competencies through coaching and technical assistance.
• Apply “I Do, We Do, You Do” for practical learning, ownership and sustainable skills transfer.
• Transfer forecasting, quantification and supply-planning competencies to GRZ structures.
