REQUEST FOR PROPOSAL FOR PROVISION OF MEDICAL INSURANCE FOR SNV NETHERLANDS DEVELOPMENT ORGANISATION’S STAFF-ZAMBIA

SNV has worked in Zambia since the 1965 with country office in Lusaka, currently we have field offices in Kasama, Solwezi, Chipata, Choma, Kabwe, In alignment with our Corporate Strategy, SNV Zambia focuses on three sectors namely Agriculture, Energy and Water, Sanitation and Hygiene (WASH).
SNV Zambia invites application from eligible, competent, and qualified medical insurance policy provider for its staff members (Managed Funds ) from 1st January 2026 to 31st December 2027. The supplier should be able to provide medical insurance for our staff members who are in Kasama, Solwezi, Chipata, Choma, Kabwe and Kasama. The nature of our work is in the rural remote areas of our country hence the interested provider should have a wider range of health services providers that cuts across the country.
SCOPE OF WORK – Managed Funds
The company which is selected to perform the work will have to carry out the following functions:
In-Patient Treatment
In-patient treatment will be provided to employees and their dependants as per (details benefit on attachment 1). The coverage is subject overall limit Per member; therefore, the selected company ought to have a wide network with hospitals in all regions of Zambia.
Out-Patient Treatment
The out-patient treatment provided to employees and their dependants will be a cashless system with minimum K 11,500 per member but subject to Overall limit, including.
Routine general outpatient consultation.
Access to specialist doctors.
Diagnostic laboratory and radiology services including CT/MRI and other specialized scans.
Routine internal check- ups.
Chronic and recurring conditions.
Medical Evacuation coverage
The Medical Evacuation coverage for staff, Evaluation and Referral 24 hours, Medical Evacuation Hospital Admission, Monitoring of Medical Condition, Dispatch of Medicine in the event of Emergency, Emergency Message Transmission, transportation to Join Patient, Care/Transportation of Minor Children, Return of Mortal Remains, Interpreter and Legal Referrals, Pre-Trip Information and General Assistance Services.
Annual Medical Check Up
The cover should include free annual medical check-up for all staff of SNV Zambia
Providing service agreement to cover SNV Zambia for 24 months (2 years)
The selected company should be willing to provide service agreement of covering SNV Zambia for 24 months, based on annual renewal with possibility of terms and conditions changes.
Coordination and Reporting
The Service provider will submit a quarterly report showing the consumption rate and highlighting any issues that need particular attention from SNV Zambia.
The service provider should indicate all the benefit features and proposed charges for Premium and Ceiling per individual.
CRITERIA FOR PROPOSAL EVALUATION
Technical Proposal.
Each bidder shall submit a technical proposal addressing the services required how they will meet the
Organisation’s requirements. The technical proposal will account for 70% of the total combined score. The proposal will be evaluated according to the following criteria:
Company & personnel qualifications
Benefit coverage
Provider network (Medical providers, Coverage Area)
Quality of service (Reservation, billing and reporting systems)
Financial Proposal
The financial proposal shall be evaluated according to the price structure proposed and will account for 30% of the total combined scoring
QUALIFICATIONS OF THE COMPANY AND PERSONNEL QUALIFICATION
Extensive experience and a proven track record in the health insurance business
Wide networks for national and international coverage
Reliable health coverage services
Sound experience in servicing international development organizations,
provide three references
Ability to provide 24-hours service
Real time administrative support systems
Ability to respond immediately to emergency situations, whilst maintaining high quality
standards of service delivery
Speed of claim processing
Flexible in terms of limit consumption as well as replacement of insured members by others.
GENERAL PROVISIONS
This tender is open for both Health Insurance Company and Health Insurance Broker.
The Health Insurance Broker should provide letter of attorney from the insurance company.

The price and Policy coverage of different covers provided by the medical insurance provider.
General conditions
General Exclusion
Each bidder may have their own proposal version, but the technical proposal must be submitted as a separate document from the financial proposal.
Only proposals that fully address the mandatory services listed in the bidding requirement will be evaluated.
Due date for submission 21 November 2025. The proposals that come after the time will not be accepted. Submissions should be sent to zambiaprocurement@snv.org New policy cover will need to be in place by 1st January 2026. Short-listed bidders may be invited to make presentations to the evaluation team.
