REQUEST FOR EXPRESSIONS OF INTEREST (EOI) (FROM CONSULTING FIRMS) FOR GAME RANCH           

                                          Reference No.: MU-CONS/002/03/2025

The Mulungushi University wishes to invite reputable and competent Professional Firms with good track record of performance and experience in Game Ranching.

INTRODUCTION

Mulungushi University is planning to develop a 688-hectare land into a Game Ranch that will host selected species wild animals already approved by the Ministry of tourism, a lodge, camping facilities, a golf course, an aviary for exotic and indigenous birds, snake houses (serpentarium), bee queen rearing facility and bee venom extraction, breeding and multiplication of grass cutter and giant rat, and enclosures for chimpanzees and large carnivores. The project aims to promote wildlife conservation, tourism, and economic sustainability. To ensure environmental compliance and financial feasibility, the university seeks a qualified consultant to conduct an Environmental Impact Assessment (EIA) and an Economic Sustainability Study.

QUALIFICATIONS AND EXPERIENCE

The consultant (or firm) should possess:

i.  A minimum of a Master’s degree in Wildlife Management, Wildlife Biology/Ecology, Natural Resource Management, Environmental Science, Economics, Finance, or a related field.

ii.  At least 10 years of experience conducting EIAs and economic feasibility studies.

iii.  Proven knowledge of Zambia’s environmental laws and regulatory frameworks.

iv. Expertise in wildlife conservation, tourism economics, and sustainable business models.

v. Strong stakeholder engagement and report-writing skills.

REPORTING AND ACCOUNTABILITY

The consultant will report to the Deputy Vice Chancellor for Research and Innovation at Mulungushi University and provide periodic updates.

Interested firms are hereby informed that no proposals are required to be submitted at this stage. On the basis information obtained from eligible interested Consulting firms, the University will prepare a shortlist of Consulting firms who will be invited through a Letter of Invitation including detailed Terms of Reference (TOR) to submit Request for Technical and Financial Proposals (RFP). This EOI does not entail any commitment on the part of the University, either financial or otherwise. Mulungushi University reserves the right to or reject any or all EOIs without incurring any obligation to inform the affected applicants.

Selection Method

A Consultancy Firm will be selected using the Quality and Cost Based Selection (QCBS) method in accordance with the procedures set out in the Public Procurement Act No.12 of 2008. In addition, the attention of interested firms is drawn to firms is drawn to Regulations 78, 79, 80 and 83 of the Public Procurement Regulations of 2011
