Job description

ActionAid Zambia, through the “Strengthening the Capacity of Civil Society and Grassroots Organisations in the Zambian Agriculture Sector” initiative under the Agriculture and Food Security Cluster, supported by GIZ Zambia through the Sustainable Agricultural Systems and Policies (AgSys) project, is seeking consultancy services for the review of the Comprehensive Agriculture Transformation Support Programme (CATSP) in Zambia and Identification of Advocacy Areas.

Background

The Government of Zambia, through the Ministry of Agriculture and cooperating partners, developed the Comprehensive Agriculture Transformation Support Programme (CATSP) to enhance agricultural productivity, promote food and nutrition security, strengthen climate resilience, and stimulate inclusive rural development.

Given the evolving climate, economic, and policy landscape, it is necessary to assess the effectiveness and relevance of CATSP implementation, identify existing policy and operational gaps, and define strategic areas for advocacy to ensure the programme meets its transformative objectives.

These Terms of Reference outline the scope and deliverables for conducting a review of CATSP and identifying evidence-based advocacy entry points to strengthen its impact and alignment with Zambia’s broader development goals and international commitments (e.g., CAADP, SDGs, Kampala declaration).

Objectives

Primary Objectives:

To assess the comprehensiveness, inclusiveness, and implementation progress of CATSP in Zambia.
To propose strategic areas for advocacy that can enhance the programme’s responsiveness to stakeholder needs, especially smallholder farmers, women, youth, and climate-vulnerable communities.
