The Zambia Compulsory Standards Agency is a Statutory Body established by the Compulsory Standards Act Chapter 422 of the Laws of Zambia, whose mandate is to administer, maintain, and ensure compliance with Compulsory Standards.
The Agency wishes to invite suitably qualified and experienced individuals to fill the vacant positions of Manager Internal Audit, Internal Auditor ICT, Senior Information and Communications Technology Officer, Information and Communication Technology Officer – Applications, Assistant Procurement Officer and Office Assistant.
1. MANAGER INTERNAL AUDIT (ZCS 03)
A. KEY RESPONSIBILITIES
- Manages effectively the development and review of the Internal Audit Charter and internal audit procedures manual in order to ensure compliance with the international standards and guide internal audit operations.
- Manages effectively the development of the audit plan in order to guide audit operations.
- Manages timely the conduct of special and planned audit assignments in order to provide assurance on internal controls, risk management and governance systems.
- Manages effectively the conduct of compliance audits in order to foster adherence to legislation, policies, guidelines and regulations.
- Manages effectively the conduct of systems and performance audits in order to ascertain their effectiveness and achievement of set objectives.
- Manages effectively the coordination of the preparation and updating of the institutional risk register in order to ensure effective management of risk.
- Manages effectively the development and review of the risk management framework in order to facilitate the management of risk.
- Manages timely the production of internal audit and management reports in order to facilitate informed decision making.
- Manages effectively the development of work plans and implementation of the performance management system in order to monitor, evaluate and enhance performance.
- Manages effectively human, financial and other resources in order to facilitate achievement of set objectives.
B. QUALIFICATIONS
- Full Grade 12 Certificate.
- Chartered Accountant Zambia or its equivalent.
- Member of the Zambia Institute of Chartered Accountants.
- 8 years, 2 of which should be at management level.
- Ability to write technical and analytical reports.
- Ability to communicate effectively in English.

2. INTERNAL AUDITOR – ICT (ZCS 05)
A. KEY RESPONSIBILITIES
- Undertakes effectively the development of ICT audit plan in order to guide the audit operations.
- Undertakes the timely conduct of special and planned ICT audit assignments in order to provide assurance on internal controls and risk management.
- Undertakes effectively the conduct of ICT compliance audits in order to foster adherence to legislation, policies, guidelines and regulations.
- Undertakes the timely production of ICT internal audit and management reports in order to facilitate informed decision making.
- Able to conduct data extraction, analysis and security reviews utilizing appropriate tools.
- Undertakes any other duties as assigned.
B. QUALIFICATIONS
- Full Grade 12 Certificate.
- Bachelor’s Degree in Computer Science, Business or Accounting or its equivalent.
- Member of a relevant professional body.
- ICT Audit Certification such as CISA or relevant.
- Minimum 2 years’ relevant job experience.
- Able to write technical and analytical reports.
- Able to communicate effectively in English.
- Computer Literate.
- Interpersonal skills.

- Numerical proficiency.
- Knowledge of Data Analytics and tools such as ACL is an added advantage.
- Knowledge of IT best practices and frameworks (i.e. ISO 27001, COBIT, ITIL) would be considered an advantage.
3. SENIOR INFORMATION & COMMUNICATION TECHNOLOGY OFFICER (ZCS 04)
A. KEY RESPONSIBILITIES
- Supervises effectively the installation, configuration, upgrading and maintenance of ICT hardware in order to meet end-user requirements.
- Supervises effectively the installation, configuration, upgrading and maintenance of IT software in order to facilitate service provision.
- Supervises effectively the provision of ICT systems security in order to safeguard the integrity of the Agency data and prevent unauthorised access.
- Supervises effectively capacity building of end-users in order to enable them to effectively utilise various ICT Systems in the performance of their work.
- Supervises effectively the alignment of ICT hardware and networks systems specifications with user requirements in order to conform to policies.
- Supervises effectively the provision of first line software, hardware and network support and helpdesk services for users in order to resolve their issues.
- Supervises effectively the maintenance of the Agency websites and portals in order to ensure that the sites have updated content.
- Undertakes effectively the development and implementation of disaster recovery measures in order to ensure business continuity.
B. QUALIFICATIONS, EXPERIENCE AND PERSONAL ATTRIBUTES
- Full Form V/Grade 12 School certificate
- Bachelor’s degree in Computer Science or its equivalent
- Certification in network and systems administration (CCNA/MCSE)
- Member of the Information and Communication Technology Association of Zambia
- Minimum 3 years of relevant work experience
- Able to write a technical report
- Able to communicate effectively in English

4. INFORMATION & COMMUNICATION TECHNOLOGY OFFICER – APPLICATIONS (ZCS 05)
A. KEY RESPONSIBILITIES
- Undertakes effectively the acquisition, installation, configuration and upgrading of software in order to meet end user requirements.
- Undertakes timely the development of management information systems in order to facilitate storage and retrieval of data.
- Undertakes regularly the maintenance of management information systems in order to ensure effective operations.
- Undertakes timely the provision of technical support to end users in order to identify and resolve faults.
- Undertakes timely the coordination of review of information management systems in order to facilitate improvements.
- Supervises effectively the development of work plans and implementation of the performance management system in order to monitor, evaluate and enhance performance.
- Supervises effectively human and other resources in order to facilitate attainment of set objectives.
B. QUALIFICATIONS, EXPERIENCE AND PERSONAL ATTRIBUTES
- Full Form V/Grade 12 School certificate
- Bachelor’s degree in Computer Science or its equivalent
- Certification in MCSE/ERP
- Member of the Information and Communication Technology Association of Zambia
- Minimum 2 years of relevant work experience
- Able to write technical report
- Able to communicate effectively in English

- Strong understanding of DNS, IIS, HTTP, FTP, SMTP, POP3, IMAP protocols

5. ASSISTANT PROCUREMENT OFFICER (ZCS 06)
A. KEY RESPONSIBILITIES
- Undertakes effectively the collection and collation of data in order to facilitate the development of the procurement plan.
- Undertakes effectively collection of quotations in order to facilitate preparation of bidding documents.
- Undertakes effectively the filing of procurement documentation in order to facilitate easy storage and retrieval.
B. QUALIFICATIONS, EXPERIENCE AND PERSONAL ATTRIBUTES
- Full Form V/Grade 12 School Certificate
- Diploma in Purchasing and Supply or its equivalent
- Member of the Zambia Institute of Purchasing and Supply
- Minimum 2 years of relevant work experience

6. OFFICE ASSISTANTS (ZCS 10) x2
A. KEY RESPONSIBILITIES
- Undertakes regularly the cleaning of offices in order to make them habitable.
- Undertakes effectively the cleaning of eating and drinking utensils in order to make them hygienic for use.
- Undertakes effectively the cleaning of common areas in order to maintain a conducive work environment.
- Undertakes promptly official errands in order to ensure smooth operations.
