The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. The global programme “Catalyzing Transformation towards Sustainable Livestock Systems” (LiveSys) supports key livestock actors at global, regional and national level to increasingly gear financing and policy instruments towards the transformation to sustainable livestock farming systems. The programme will work in close collaboration with AU-IBAR (African Union – Inter-African Bureau für Animal Resources) and other international partners such as ILRI (International Livestock Research Institute), the Alliance of Bioversity International and CIAT (International Center for Tropical Agriculture) and multilateral development banks such as the African Development Bank), World Bank and IFAD (International Fund for Agricultural Development).

The Zambia country measure of the programme is embedded in the GIZ Zambia Agri-Food Cluster and works in close coordination with the bilateral agriculture programme Climate Resilient Agri-Food Systems and the Zambia country measure of the global programme Sustainable Agriculture Systems and Policies.

In this context, the project is seeking a suitable candidate for the following position:

Livestock Policy Advisor (Band 4) – Lusaka based

REF: GIZ_LPA

Main tasks and responsibilities

Serve as liaison with the Ministry of Fisheries and Livestock (MFL) to support coordination and collaboration on project-related matters.
Coordinate with the African Union Inter-African Bureau for Animal Resources (AU-IBAR) Focal Point for Zambia to align efforts and share relevant information.
Facilitate policy and strategy development processes in collaboration with MFL, such as the revision of the National Livestock Development Policy.
Ensure effective coordination with the Ministry of Agriculture and the Ministry of Green Economy and Environment on cross-sectoral issues.
Represent project themes such as resilient livestock systems, climate change adaptation and mitigation within the framework of the affiliated cluster programmes
Ensure monitoring and timely reporting for the activities responsible
Participate in regular team and AgriFood Cluster meetings and engage actively in Cluster activities

Qualifications and Requirements:

Master’s degree (M.Sc.) in Agriculture, Livestock Production, or Environmental Management or related fields
Verified academic certificates by Zambia Qualifications Authority (ZAQA)
Member of the Veterinary Association of Zambia (VAZ)

Professional experience

Minimum of 7 years of professional experience in the development cooperation or international development sector.
Proven experience in the development and drafting of policy and strategic documents.
Demonstrated ability to advise and collaborate with the Government of Zambia; previous work experience with the Ministry of Fisheries and Livestock (MFL) is considered an asset.

Other knowledge and additional competences

Strong skills in stakeholder coordination, particularly with government institutions and development partners.
Experience in facilitating multi-stakeholder processes and working in cross-sectoral teams.
Excellent communication and writing skills in English, with the ability to produce clear and concise technical and strategic documents.
Ability to work independently and target-oriented with demonstrated organizational skills as well as prioritization capabilities in a dynamic environment.
Ability to self-reflect, experience in and openness to professional feedback culture at the workplace.

The successful candidate will be expected to start employment with GIZ, on a fixed term contract.
