Job description
The Road Transport and Safety Agency (RTSA) was established through an Act of Parliament; the Road Traffic Act No. 11 of 2002. RTSA has the mandate to implement Government policy on road safety and transport management. The Agency also collects Revenue on behalf of the Government of the Republic of Zambia. The following vacancies now exist;
LEGAL OFFICER-GENERAL – RTSA4 (1 POSITION)
Purpose of the job
Reporting to Legal Counsel, the job holder will assist the Legal Counsel to undertake the provision of legal services to the Agency
Specific duties & Responsibilities
a. Assists in reviewing and drafting legal documents, agreements, amendments and contract negotiations;
b. Liaises with all departments within RTSA and ensures that their procedures are compliant with internal (RTSA) and external regulations;
c. Makes arrangements for Board meetings;
d. Drafts laws and regulations for the Agency:
e. Provides secretarial duties to Management meetings;
f. Keeps up to date with new legal requirements;
g. Maintains records of all signed key legal documents and ensures that they are stored in a secure place;
h. Facilitates processing of title deeds for RTSA properties;
i. Ensures timely development of individuals and unit work plans in order to monitor and evaluate performance; and
J. Performs any other duties as may be assigned from time to time by the Legal Counsel.
Requirements
a. Full grade twelve certificate;
b. Bachelor’s degree in law;
c. Advocate of the High Court for Zambia;
d. 5 years’ post admission experience with 2 years at supervisory level; and
e. Member of the Law Association of Zambia with valid practicing license.
Competencies required
a. Strong communication and interpersonal skills. Positive outlook with a “can do” attitude;
b. Able to work under pressure and to meet deadlines with good prioritization skills;
c. Good organizational and report writing skills;
d. Ability to use Microsoft Word/Excel and Power Point;
e. Legislative drafting:
f. Excellent minute taking and writing skills;
g. Good understanding of corporate governance principles;
h. Confidentiality
