Description
2. Purpose of the Job
To review existing laws, implement changes in the legal systems and develop legislation in the ICT and Postal sectors which is in line with government policy and prescribed business regulations.
3. Statements of Main Responsibilities
a) Monitors and evaluates the implementation of current legislation and proposes amendments to existing legislation where need arises to ensure that the laws are up to date.
b) Examines existing laws, recommends for the implementation of any changes in the legal system and assists with the implementation of law reform proposals to ensure that the laws are aligned to any new development in the sector.
c) Conducts in-depth research and analysis of existing laws and recommends for the implementation of proposed new legislation (whether directly administered by the Authority or otherwise) in order to identify laws that need to be amended or repealed.
d) Keeps abreast with legal developments and trends at international and national level to identify trends that may affect current legislation or laws
e) Represent the Authority at the Ministry of Justice Internal Legislative Committee meetings.
f) Drafts Parliamentary Committee memoranda as requested by Parliament on laws or other issues.
g) Co-ordinates with the relevant department in undertaking Regulatory Impact assessments.
h) maintains a legal library and database with copies of International Telecommunication Union (ITU), Communications Regulators Association of Southern African (CRASA) African Telecommunication Union (ATU) and other Conventions, court judgements and legislation affecting the ICT and Postal sector.
i) Provides timely and accurate legal advise to the Authority on various legal issues affecting the Authority including advising the Authority on any relevant court decisions.
j) Represents the Authority in court or other tribunals in proceedings where the Authority is a party or has an interest

4. 3. Knowledge and Skill Requirements:
4.3.1 General Education:
Full Grade 12 School Certificate
4.3.2 Professional/AcademicQualifications:
4.2.1 Degree in Law;
4.2.2 Post Graduate Law Practicing Certificate;
4.2.3 Post Graduate Certificate in Legislative drafting;
4.2.4 Membership of the Law Association of Zambia
4.3.3 Relevant Pre-Job Experience:
3 Years’ post certification experience in legal practice
4.4 The position of Legal Counsel – Reforms is on a Permanent and Pensionable basis.
