Job description
The Road Transport and Safety Agency (RTSA) was established through an Act of Parliament; the Road Traffic Act No. 11 of 2002. RTSA has the mandate to implement Government policy on road safety and transport management. The Agency also collects Revenue on behalf of the Government of the Republic of Zambia. The following vacancies now exist;
HUMAN RESOURCE OFFICER-GENERAL RTSA5 (1 POSITION)
Purpose of the job
Reporting to the Human Resources Manager, the job holder will assist the Human Resource Manager in all aspects of the Human Resource function within the Agency.
Duties and Responsibilities
a. Interprets the Agency personnel policies and implements the terms and conditions of service to ensure that employees are properly informed and rewarded for their services to the Agency.
b. Updates departmental labor establishments and staff movements for the purposes of preparing departmental quarterly reports.
c. Assists in the preparation of relevant information during the recruitment and selection of candidates at various levels.
d. Assist in the preparation of assessment questions and reports during recruitment.
e. Advises the accounts section of employee engagements, dismissals for the purpose of updating the payroll.
f. Carries out any other assignment that may be required from time to time.
Requirements
a. Full Grade Twelve Certificate;
b. Bachelor’s degree in Human Resource Management, Public Administration, Business Administration or its equivalent;
c. At least three (3) years of experience in a similar position; and
d. A member of the Zambia Institute of Human Resource Management
Competencies required
a. Honest and reliable;
b. Strong influencing and coaching skills;
c. Good analytical and problem solving skills;
d. Assertive, result oriented and able to work under pressure;
e. Good negotiating skills;
f. Excellent communication and interpersonal skills; and
g. Able to work in collaboration with people at various levels and from different backgrounds.
