Request for Expression of Interest (EOI)

Project Title:  Assessment and Development of the Highest and Best Use for Lot No. 1210, Addis Ababa Drive, Lusaka

1. Introduction

The Seventh-day Adventist Church is seeking Expressions of Interest (EOI) from qualified individuals or firms to conduct a comprehensive assessment to determine the Highest and Best Use (HBU) of Lot No. 1210, situated on Addis Ababa Drive, Lusaka. The objective is to identify the most optimal and financially viable development options for the property, considering legal, physical, financial, and market feasibility.

2. Project Background

The Seventh-day Adventist Church owns Lot No. 1210 Addis Ababa Drive in Lusaka. It seeks to maximize the property’s value through a thorough analysis of its potential uses. The selected individual or firm will be responsible for conducting the HBU analysis and providing recommendations for the most suitable development options.

3. Scope of Work

The selected firm will be expected to conduct:

a)          Legal and Regulatory Review: Examine zoning laws, land use policies, and any restrictions affecting the property.

b)         Site Analysis: Assess the physical characteristics of the site, including topography, access, and existing infrastructure.

c)          Market Analysis: Evaluate current market trends and demand in Lusaka to inform potential development options.

d)         Financial Feasibility Study: Conduct cost-benefit analyses for proposed development scenarios.

e)          Community and Stakeholder Engagement: Consult with local stakeholders to gather input and assess community impact.

f)            Reporting: Provide a comprehensive report detailing findings, analyses, and recommendations.

4. Eligibility Requirements

Interested entities must demonstrate:

a)          Technical and Professional Qualifications: Proven expertise in real estate development and HBU analysis.

b)         Relevant Experience: Successful completion of similar projects, preferably within Zambia.

c)          Resources and Facilities: Availability of necessary resources, including personnel and equipment.

d)         Managerial Capacity: Ability to manage and execute the project within the stipulated timeline.

5. Submission Requirements

Interested firms should submit the following:

a)        Cover Letter: Expressing interest in the project and summarizing qualifications.

b)        Company Profile: Including details of the firm’s history, services, and key personnel.

c)        Project Experience: Documentation of similar projects undertaken, with references.

d)        Approach and Methodology: Outline of the approach to conducting the HBU analysis.

e)        Financial Capacity: Evidence of financial stability and resources.

f)           Legal Documents: Copies of relevant certifications and licenses, tax clearance and professional membership

6. Submission Instructions

a)          Format: Proposals should be submitted in PDF format.

b)         Submission Method: Email to silumed@szu.adventist.org and silumedavid@gmail.com or physical submission to Southern Zambia Union Conference, 4th Street Plot 1900M Ibex Hill Lusaka .

c)          Deadline: All proposals must be received by 10th  November, 2025. Late submissions will not be considered.

7. Evaluation Criteria

EOIs will be evaluated based on:

a)          Relevant Experience: Demonstrated expertise in conducting HBU analyses and real estate development.

b)         Approach and Methodology: Clarity and feasibility of the proposed approach.

c)          Team Qualifications: Experience and qualifications of the project team.

d)         Financial Capacity: Evidence of financial stability and resources.

e)          References: Feedback from previous clients.

8. Terms and Conditions

a)          Confidentiality: All information provided in EOIs will be kept confidential.

b)         Ownership: All deliverables produced under this EOI will be the property of the Seventh-day Adventist Church.

c)          Right to Reject: The Seventh-day Adventist Church reserves the right to reject any or all EOIs.
