Job description
We seek a Financial Consultant to lead financial modeling, PPP structuring, and investor documentation for a landmark Project.
Scope of Work
The consultant will deliver:
– Dynamic Financial Model: Full P&L, Balance Sheet, and Cash Flow projections – Assumptions: Revenue (ancillary income), CAPEX, OPEX, financing, taxes, inflation, and FX risks.
– Sensitivity/scenario analysis (occupancy, costs, interest rates).
– PPP Structure & Financing Strategy: Optimal debt/equity mix, term sheets, and risk allocation.
– Affordability analysis and fee adjustment mechanisms.
– Documentation: Financial sections for Concept Note and Detailed Proposal.
– Investor-ready reports (IRR, NPV, DSCR, LLCR).
– Stakeholder Support: Advisory support for lenders, investors, and government negotiations.
Required Qualifications
Firm/Individual Must Have:
– Proven PPP Expertise or ability: Minimum 2 years advising on medium to large-scale infrastructure/real estate PPPs (education, healthcare, or social infrastructure).
– Experience with BOT/BOT projects in emerging markets.
– Technical Skills: Advanced financial modeling (Excel-based, auditable).
– Knowledge of Zambian PPP regulations, tax laws, and local market dynamics.
Team & Credentials:
Firms: Established financial advisory practice with CVs of dedicated team members.
Individuals: CFA, ACCA, CPA, or MBA (Finance) + relevant project references.
Added Critical Criteria (Advantageous):
Project Scale: Experience with projects >$5M in value.
Local Presence: Operational base in Zambia or Southern Africa.
Delivery Track Record: Completed PPP financial advisory mandates.
