Job description

Scope of Work (SOW) for Finance and Human Resource Consultants

1.0  Introduction
This Scope of Work outlines the tasks and deliverables required from consultants to support Choma District Women’s Development Association in improving its financial and human resource management systems. The consultants will provide expertise in policy review, contract development, timesheets and cost-sharing mechanisms, and the use of accounting software (Sage Pastel) across multiple projects.

2.0  Objectives

The primary objectives of this engagement are:
To develop clear and compliant contracts for staff working on multiple projects.
To establish effective timesheets and cost-sharing mechanisms for staff working across multiple projects.
To train staff on using Sage Pastel for accounting across multiple projects.
To ensure compliance with organizational and donor requirements.

3.0 Tasks and Deliverables

3.1 Development of Staff Contracts for Multiple Projects
– Review existing staff contracts and identify gaps or inconsistencies.
– Develop standardized contract templates for staff working on multiple projects.
– Ensure contracts comply with labor laws, donor requirements, and organizational policies.
– Provide guidance on contract management and tracking.

Deliverables:
– Standardized contract templates.
– Guidelines for contract management and tracking.

3.2 Timeshared and Cost-Sharing Mechanisms

-Develop a compensation policy

– Develop a framework for timeshare allocation for staff working on two or more projects
– Create a cost-sharing methodology to allocate staff costs across projects.
– Provide tools and templates for tracking timeshares and cost-sharing.
– Train staff on implementing and managing timeshare and cost-sharing systems.

Deliverables:
– Timeshare and cost-sharing framework.
– Tools and templates for tracking.
– Training materials and sessions for staff.

3.3 Sage Pastel Accounting Package Training
– Assess current usage of Sage Pastel and identify gaps or inefficiencies.
– Develop training materials tailored to managing multiple projects in Sage Pastel.
– Conduct training sessions for finance and project staff.
– Provide ongoing support for troubleshooting and best practices.

Deliverables:
– Training materials and user guides.
– Conducted training sessions.
– Post-training support plan.

3.4 Other Tasks
– Provide ad-hoc support for financial and HR-related challenges as identified by the organization.
– Ensure all deliverables align with donor requirements and organizational goals.

4.0 Timeline
The consultancy is expected to be completed within 1 months. A detailed timeline with milestones will be agreed upon during the inception phase.

5.0 Reporting and Deliverables
– The consultants will report to the Accountant/Admin.
– Weekly or bi-weekly progress updates will be provided.
– Final deliverables will be submitted in both draft and final versions for review and approval.

6.0 Qualifications of Consultant
The consulting team should have:
– A professional qualification in Accounting, Finance or a related fields (e.g., ACCA, CIMA, CA Zambia

– At least 5year of experience finance and human resource management.
– Proficiency in Sage Pastel or similar accounting software.
– Knowledge of donor compliance and labor laws.
– Strong communication and training skills

7.0 Confidentiality
The consultants will maintain strict confidentiality regarding all organizational information and data accessed during the assignment.
