SNV, with support from BMZ through KFW, is implementing Lot 4 CBS/FSM of the Management of Water Resources and Sanitation for Medium-Sized Cities, in the Zambia and Overspill Compounds of Choma Town, Southern Province. Lot 4 interventions aim to set up a business-driven, climate-resilient Container Based Sanitation (CBS) service chain, starting from the user interface/containment to the emptying, transport, and finally treatment and disposal/re-use, with Black Soldier Flies (BSF) as the preferred waste treatment solution.
To ensure sustainability and local ownership, Lot 4 also supports relevant local actors, including the Southern Water and Sanitation Company (SWSC), the Choma Municipal Council (CMC), private emptiers, local masons and representatives of women and people with disabilities, with the goal of strengthening their capacities to fulfil their respective roles across the CBS chain, and ultimately to ensure safe, professional and inclusive services for the populations of Zambia and Overspill.

Background to the assignment
Overspill and Zambia Compounds face severe sanitation challenges due to high population density, reliance on unlined pit latrines, high groundwater levels, and recurring seasonal floods. These conditions frequently lead to pit collapse, overflow, and contamination of shallow aquifers, contributing to elevated public health risks. Social and behavioural factors such as shared facilities, indiscriminate disposal of solid waste in latrines, low awareness, and limited affordability further undermine safe sanitation.Buy vitamins and supplements
Given these challenges, innovative and flood-resilient solutions such as CBS are urgently needed. To inform the design, implementation, and sustainability of the CBS model in Choma, SNV requires high-quality monitoring data across six domains: technical performance, service chain efficiency, cost and economic considerations, user acceptance and behaviours, institutional factors, and environmental health and safety. Objective of the assignment
The primary objective of engaging the Field Monitoring Consultant is to collect accurate and reliable monitoring data across six key areas; technical and infrastructure performance; service chain and operational efficiency; economic and cost considerations; user acceptance and related social and behavioural aspects; institutional and regulatory factors; and environmental health and safety. In addition to gathering high-quality data, the consultant will contribute to the refinement of M&E framework, as well as test and refine data collection tools. This technical monitoring support will generate critical insights to guide project implementation, strengthen performance, and inform evidence-based decision-making.

The Field Monitoring Consultant will be responsible for the following tasks:
Monitoring Data Collection – Collect accurate and reliable monitoring data across all six key domains: technical and infrastructure performance, service chain and operational efficiency, economic and cost data, user acceptance and related social and behavioural aspects, institutional and regulatory factors, and environmental health and safety.
M&E Framework Refinement- Support the refinement and operationalization of the comprehensive Monitoring and Evaluation (M&E) framework, ensuring alignment with project objectives, indicators, and data requirements.
Tool Testing and Validation- Test, validate, and refine data collection tools to ensure usability, accuracy, consistency, and appropriateness to the project context.
Technical Monitoring Visits- Conduct routine technical monitoring visits to project sites to assess system functionality, identify performance gaps, and provide recommendations for corrective or improvement actions.
Data Analysis and Interpretation-Analyse collected data and generate actionable insights to inform project implementation, strengthen performance, and support evidence-based decision-making.
Reporting- Prepare and submit high-quality weekly monitoring reports, including field observations, data summaries, analysis findings, and clear recommendations for follow-up.
Stakeholder Engagement- Engage effectively with local stakeholders and project partners to facilitate data collection processes, enhance collaboration, and ensure smooth execution of field activities.
Compliance and Quality Assurance – Ensure strict adherence to ethical standards, data quality assurance protocols, and safety procedures during all monitoring and field operations.
Activities
The activities for the assignment will include but not limited to the following:
Monitoring Data Collection
Develop a detailed data collection schedule covering all six monitoring domains.
Conduct household surveys, technical inspections, and stakeholder interviews as required.
Collect quantitative and qualitative data using approved tools and protocols.
Document field observations and maintain organized field logs.
M&E Framework Refinement
Review the current M&E framework, indicators, and data flows.
Hold consultations with the project team to identify gaps in the framework.
Propose revisions to strengthen indicator definitions, data sources, and reporting pathways.
Integrate feedback and finalize the refined framework for implementation.
Tool Testing and Validation
Pilot test data collection tools in selected project sites.
Assess tool usability, clarity, and relevance with field staff and respondents.
Record challenges encountered during piloting and adjust tools accordingly.
Validate final tools with the project team for approval.
Technical Monitoring Visits
Develop a monthly schedule for technical monitoring visits.
Conduct site inspections of CBS units and service chain components.
Document system performance issues and operational gaps.
Provide real-time guidance to implementing teams and follow up on corrective actions.
Data Analysis and Interpretation
Clean and verify datasets for completeness and accuracy.
Analyse trends, performance indicators, and emerging risks.
Compare findings against project benchmarks and targets.
Develop concise summaries of insights and implications for project improvement.
Reporting
Compile weekly field data and monitoring observations.
Prepare weekly monitoring reports.
Highlight priority issues requiring management attention.
Submit reports within agreed timelines and respond to feedback.
Stakeholder Engagement
Liaise with community leaders, service providers, and local authorities to coordinate field activities.
Conduct briefing and debriefing sessions with field teams prior to and after data collection.
Maintain communication channels to address emerging issues during fieldwork.
Compliance and Quality Assurance
Conduct routine checks to ensure adherence to ethical standards and informed consent procedures.
Enforce data quality assurance protocols, including spot checks and back-checks.
Ensure all field activities follow safety procedures and risk mitigation measures.
Safeguard data confidentiality and securely store all collected information.

Duration
The engagement will span six months, from 5th January to 3rd June 2026, with an expected level of effort of 22 working days per month, excluding public holidays. The actual duration may be adjusted as needed to align with the pilot implementation processes.
Location
The assignment will be carried out in Choma District, specifically in the Overspill and Zambia Compounds.
Qualifications and Experience
The Field Monitoring Consultant should possess the following qualifications and experience:
Minimum of a Bachelor’s degree in a relevant Social or Health Science field, such as Demography, Public Health, Environmental Health, Development Studies, Sanitation or a closely related discipline Buy vitamins and supplements
Demonstrated experience in Monitoring and Evaluation, including indicator design, development of M&E frameworks, and creation or refinement of data collection tools.
Previous experience in collecting WASH data or similar projects using digital tools like Mwater software, kobo collect etc.
Strong communication and interpersonal skills.
Ability to work under challenging field conditions.
Proficiency in written and spoken English language
Proficiency in local languages (Tonga and Nyanja) spoken in Choma District
Able to independently arrange accommodation and reside in Choma for the six-month duration.
Supervision and Reporting
The Field Monitoring Consultant will report to the Monitoring, Evaluation, and Learning (MEL) Advisor and be accountable to the SNV Zambia Country Director.
Logistics and Support
SNV will provide the necessary tools and materials for field monitoring visits, including a tablet with data bundles and transport logistics if deemed necessary.
Remuneration
The Field Monitoring consultant will be paid according to the total number of days worked and approved per month. Data bundles and transport will be provided to facilitate the completion of the assignment.
