CONSULTANCY SERVICES FOR CULTURAL TRANSFORMATION AT AFLIFE HOLDINGS ZAMBIA LIMITED (AFLIFE GROUP)

AfLife Holdings Zambia Limited (AfHold)
AfLife Holdings Zambia Limited (AfHold) provides centralized support services to its Strategic Business Units. The services include Finance, Risk and Compliance, ICT, Tax, Human Resources, Marketing, Administration and business incubation. AfHold’s mandate is to broaden financial services offerings and enhance shareholder value across the group. The SBU within the group listed below;
African Life Financial Services (AfLife)
African Life Financial Services Zambia Limited (AfLife) is a leading Zambian investment management firm serving both corporate and retail clients, managing the largest pool of private sector pension and insurance fund assets.
Benefits Consulting Services (Bencon)
Zambia’s leading pensions administration and consulting company, managing over 165 occupational schemes and more than 50,500 members, primarily under the Saturnia Regna Pension Trust Fund and the Golden Sunset Fund.
AfLife Properties (AfProp)
A property development and management firm overseeing $50 million in assets, offering leasing, maintenance, and marketing services across residential, commercial, and industrial properties.
AfLife Capital (AfCap)
A financial advisory firm delivering tailored services to both local and international companies, including listed and non-listed institutions.
Zambian Home Loans (ZHL)
A specialist mortgage finance company licensed by the Bank of Zambia. It offers construction, equity release, land, and USD loans tailored for Zambians.
Shareholding Structure
The Strategic Business Units are wholly owned by Aflife Holdings Zambia Limited, whose ultimate shareholders are Menel Management Services Limited, a Zambian owned company with 51% and Botswana Insurance Fund Management (BIFM) with 49% shares except for Zambia Home Loans which is owned 66% by African Life Financial Services Ltd, 30% Sofala out of South Africa and 4% minority shareholders

In response to evolving stakeholder expectations and to enhance employee engagement, Aflife Holdings seeks to undertake a cultural transformation. AfHold Group has 93 permanent and pensionable employees and this initiative will align organizational culture with strategic objectives through leadership commitment, employee involvement, and strategic partnerships. We are seeking an experienced consultant to guide this change process.

Objectives
Assess Aflife Holding’s current culture.
Identify gaps and areas for improvement.
Develop and implement a transformation strategy aligned to the Vision, Mission, and Values.
Introduce sustainable initiatives that reinforce a positive, high-performing culture.
Strengthen leadership to drive change and productivity.
Build capacity among Culture Change Champions to sustain the agenda.
Establish metrics, monitor progress, and embed new cultural behaviours into policies, procedures, and communication.
Scope of Work
The consultant will:
Conduct a cultural audit.
Perform deep-dive evaluations via surveys, interviews, and focus groups with staff at all levels.
Engage stakeholders across all levels.
Develop a detailed transformation framework aligned with strategic goals.
Design and facilitate relevant training for leaders and change champions.
Define measurable success metrics for cultural change.
Advise on leadership alignment and change management.
Provide a sustainable implementation roadmap with milestones.
Offer coaching and track change progress through measurable indicators.
Provide change management support.
Deliverables
Inception report detailing methodology and work plan.
Reports from the cultural audit and evaluations.
Cultural transformation strategy and framework.
Training and capacity-building materials for staff, leaders and change champions.
Periodic progress reports.
Final report with achievements, challenges, and recommendations.
Guidance on embedding culture through policies and communication.
Duration
The consultancy will run for eighteen (18) months from contract signing, with scheduled progress reviews.
Corporate Governance
The Group businesses are each overseen by a separate Board of Directors who are the custodian of corporate governance and responsible for ensuring that the Group’s business is conducted under sound corporate governance principles. The Boards approve key policies for the Group and ensures that all stakeholder obligations are met within the confines of the governing laws.
Selection Criteria
Preliminary Requirements:
· Valid 2025 ZRA Tax Clearance Certificate.
· PACRA Certificate of Registration/Incorporation.
· PACRA Shareholding Structure Print-Out.
Technical Requirements:
I. Valid ZIHRM Certificate (for local consultants).
II. Master’s degree in Organizational Development, HR, or related fields(Team Leader).
III. 10+ years’ experience in culture transformation, change management, and leadership development.
IV. Documented history of similar successful assignments.
V. CV demonstrating expertise in employee engagement and innovation.
VI. A One-hour presentation to demonstrate understanding of the assignment.
