INTERNATIONAL RED LOCUST CONTROL ORGANISATION

FOR CENTRAL AND SOUTHERN AFRICA

VACANCY

The International Red Locust Control Organization for Central and Southern Africa (IRLCO-CSA) has the following vacancy and invites applications from suitability qualified and experienced citizens of its Member States which are, Malawi, Mozambique, Kenya, Tanzania, Zambia and Zimbabwe.

The organization, headquartered in Ndola, Zambia undertakes surveys and control of Locusts, Armyworms and Quelea birds and other migratory pests and conducts pertinent research in Member States.

The successful candidates will be based at the Headquarters.

DIRECTOR

The Director is the Principal Executive Officer of the Organisation and ensures the discharge of the functions at IRLCO-CSA.

JOB PURPOSE:

To manage the control of Locusts and other migratory pests’ outbreaks in the Central and Southern African region to prevent locust plagues and to restrict their migration to contribute to sustainable food security.

MAIN DUTIES:

a)      Ensure the correct interpretation and effective implementation of the Organisation’s policies, to fulfill the Organisation’s mandate.

b)      Effectively coordinates Locusts and other pest control plans and programme to maintain IRLCO-CSA operations.

c)      Ensure, timely preparation and submission of annual work plans and budget, and periodic financial and administrative progress reports; put in place operational guidelines for the Organisation; and appraise the relevant organs.

d)      Undertake the timely provision of logistical and other support services to the Governing Council, Executive Committee and other Committees to facilitate smooth conduct of their business.

e)      Mobilizes, timely, the necessary resources for supporting the implementation of IRLCO-CSA work programmes.

f)       Liaises, effectively, with Member States, Governing Council, Executive Committee, other committees and other stakeholders to promote the operations of IRLCO-CSA.

g)      Manages, effectively, staff operations and utilization of other resources of the Organisation to ensure the attainment of the Organisation’s goals and objectives.

REQUIRED KNOWLEDGE AND SKILLS:

a)      Minimum Professional Qualification

Master of Science degree (MSc) in Agricultural Sciences preferably Pest Management with a bias in Entomology.

b)     Minimum Relevant Job Experience:

Ten years, Post qualification research work in a related agricultural discipline, five of which should be at senior management level.  Experience in locust control is an added advantage.

c)      Age:

Must be between 45 and 53 years old.

CONDITIONS OF SERVICE:

a)      Appointment is on contract for a period of 48 months and renewable only once.

b)      Basic Salary is on Organisation’s scale R1- US $42,696 x 972 – US $59,220 per annum.

c)      Gratuity of 25% of total emoluments is payable at the end of the contract.

d)      Salary and gratuity are free of tax.

e)      Education allowance for up to four children below the age of 19 years.

f)       Free Medical attention provided.

g)      Accommodation with basic furniture provided.
