Job description
Background
The Zambia Red Cross Society is a leading humanitarian and developmental aid organization with over 7,000 volunteers and a presence in all ten provinces of the country. Established in 1966 by an Act of Parliament cited as the ZRCS ACT CAP 307 of the laws of Zambia, the organization has been a leading provider of public health services, disaster preparedness and community resilience, Workplace First Aid, and a leading partner to Zambian public authorities in disaster response and delivering socio-economic development to our communities.
It’s against this background that the NS now wishes to engage the services of a qualified and reputable development research and planning firm or individual to help the organization plan for the next 2026 to 2030 strategic period.
PROFILE OF PREFERRED CONSULTANT
The preferred firm or individual consultant for this assignment is one with a developmental planning and research background with the following attributes:
For Consultancy Firms:
Over 5 years’ experience in development and humanitarian program research, planning, analysis, and reporting with a special focus on donor/member based humanitarian organizations.
The firm should be a PACRA registered organization with a background in developmental planning and research.
Should possess a valid tax clearance certificate from the Zambia Revenue Authority (ZRA). The Tax clearance should be valid up to December 2025.
Should have suitably qualified staff or partners with relevant organization performance assessment, strategic planning, and analysis background.
For Individual Consultants:
Over 7 years of experience in developmental and humanitarian program research, planning, analysis, and reporting with a track record of working with donor/member based humanitarian organizations.
Should be a qualified developmental research and analysis practitioner with a Master’s or PhD qualification in the areas of Development Studies, Project Management, Statistics, Economics, Business, or any other related field.
Proven track record of leading research and planning for developmental aid, humanitarian, and other not-for-profit organizations.
Proven track record of facilitating planning meetings and workshops for long-term implementation.
Eligibility
The bidder shall be domiciled and licensed to do such jobs in Zambia as specified in the tender and shall furnish a copy of its valid license. The bidder shall not be under a declaration of ineligibility for corrupt or fraudulent practices.
The bidder shall prepare an original and two copies, clearly marking each “ORIGINAL” and “COPY” as appropriate. In the event of any discrepancy between them, the original shall prevail. Duplicate copies of BIDS shall be in separate sealed envelopes marked as ORIGINAL and COPY. These should also include both technical and financial proposals.
The original and copy or copies of the bid shall be typed or written in indelible ink and shall be signed by the bidder or a person or persons duly authorized to bind the bidder to the contract.
Any interlineations or erasures should be avoided during rate filling by the bidder, or overwriting shall be valid only if they are initiated by the person or persons signing the bid.
The bidder is required to initial and sign each page of the tender documents. Any appendices to the tender must also be signed by the bidder. Failure to complete and sign any of these forms may invalidate the bid.
Bids shall remain valid for 90 calendar days after the date of bid opening prescribed by ZRCS. A bid valid for a shorter period may be rejected by ZRCS as non-responsive.

Registration from relevant institutions, a certificate from Pacra, all applicable
Evidence of similar past or completed works in the last one year.

Financial Statement for the past three months

Financial Proposal to include schedule of payment
The proposal must be sent in a sealed envelope, clearly mentioning the sender, receiver, and contact details.
