CALL FOR CONSULTANCY SERVICES

ON THE GENDER EQUALITY, DISABILITY AND SOCIAL INCLUSION OF AN ECOSYSTEM’S RESTORATION PROJECT IN CENTRAL AND SOUTHERN PROVINCE UNDER THE GREEN-RECLAIM PROJECT.

1. Introduction

Self Help Africa (SHA), in collaboration with the Ministry of Green Economy and Environment (MoGEE) and with technical oversight from the Food and Agriculture Organisation of the United Nations (FAO), is implementing the GEF-8 funded project titled “Resilient Communities, Land Restoration and Sustainable Ecosystem Management.” The project seeks to strengthen climate change adaptation, reduce land degradation, and promote biodiversity conservation through integrated and climate-resilient natural resource management approaches.

The project is being implemented in Zambia’s Central and Southern Provinces. In Central Province, activities will focus on a belt covering Mumbwa, Chibombo, and Kapiri Mposhi districts, while in Southern Province the project targets Siavonga, Chikankata, and Chirundu districts. These districts span two distinct ecological landscapes: the Kafue Basin catchment belt in Central Province and the Kariba-Gwembe Valley landscape in Southern Province, each with markedly different agro-ecological conditions, livelihood systems, and GEDSI dynamics. The project design, Theory of Change, and Results Matrix are structured around these two landscapes; accordingly, the GEDSI assessment must reflect this landscape-level framing and produce landscape-disaggregated findings where data permit.

Timeline

The consultancy is expected to commence on 20^th July 2026 and conclude in 8 weeks. A detailed work plan with specific deadlines will be agreed upon with the selected consultant.

Consultant Qualifications

The ideal consultant will possess the following qualifications:

1.     The consulting firm should firm should demonstrate at least five years of relevant experience in GEF or similar international projects, with expertise in gender assessments, and a multidisciplinary team with qualifications in gender, socioeconomics, data analysis, community engagement

2.     Additionally, the consultancy team should at least possess a minimum of the following requirements:

3.     Education: Advanced degree (Master’s or PhD) in Gender, Forestry, Ecology, GIS, Natural Resource Management, or Social Sciences.

4.     Socioeconomist (livelihoods, governance, gender analysis).

5.     Statistician/Data Analyst (survey design, quantitative analysis).

6.     Community Engagement Expert (participatory methods, conflict resolution).

7.     Disability and Social Inclusion Specialist: demonstrated experience in disability-inclusive participatory research, with knowledge of the Washington Group Short Set methodology, Zambia’s Disability Act (No. 6 of 2012), and national disability mainstreaming guidelines.

8.     GBV-Sensitive Researcher: at least one team member shall have demonstrable training and field experience in do-no-harm approaches, GBV-sensitive data collection protocols, and safe referral pathway documentation in humanitarian or development settings.

9.     Language: Fluency in English; knowledge of local languages (e.g., Tonga, Bemba, Lenje) is an advantage.

 Reporting and Supervision

The consultant will report directly to Shadrick Phiri the Green Reclaim Project Coordinator.

•           A short technical proposal outlining their understanding of the TOR, proposed methodology, and a detailed work plan.

•           A financial proposal detailing their professional fees and all other anticipated costs.

•           A comprehensive CV highlighting relevant experience and qualifications.

•           Examples of previous relevant work (e.g., reports from similar advisory roles, training materials developed).
