Based in Lusaka, Zambia, the Climate Finance Senior Associate will manage integrated operational and technical processes to support the delivery and coordination of high-quality climate finance and strategic advice to the Government of Zambia (GRZ), ensuring the successful technical implementation of the Zambia Climate Finance Unit Phase II project Reporting directly to the project manager and with guidance from the GGGI Zambia Country Lead and the Uganda, Angola, and Zambia Country Representative, the Climate Finance Senior Associate will ensure seamless operationalization and technical delivery of all CFU related activities as well as coordinate project implementation with CFU staff and government stakeholders, deliver operational, technical and day –to- day support for smooth and timely implementation of the CFU workplan, maintain effective communication with government systems, and will provide inputs and technical advice on project preparation and resource mobilization for the CFU.

The Climate Finance Senior Associate will support the operationalisation of the Climate Finance Unit by providing technical and operational support for climate finance activities. S/he will contribute to the development of financeable climate projects, innovative green finance instruments, project concept notes and strategies, while supporting stakeholder coordination, capacity building and resource mobilisation, while working closely with government, development partners and other stakeholders.

PURPOSE

• Supports the operationalizing of an effective, innovative Climate Finance Unit within MoFNP.

• Manages integrated operational and technical input to advice on innovative green finance instruments and the development of a pipeline of financeable green projects.

• Leads the effective planning and smooth implementation of project workshops and events.

• Facilitates seamless communication and coordination with government counterparts as per government systems and protocols.

• Supports the identification of project ideas and develop high-probability concept notes, particularly for innovative climate finance options.

• Supports the development and review of strategies, roadmaps, and climate finance studies and action plans, including the CFU’s foundational documents (HR strategy, operational manual, and roadmap).

ENGAGEMENT

• Supports the identification and outreach to prospective project developers, partners, and stakeholders to build and expand the CFU project pipeline.

• Coordinates with country level stakeholders to support the identification, design and development of high-quality climate finance projects.

• Supports stakeholder engagement and coordination in the design and establishment of a project steering committee and technical working group, including keeping all its related records and minutes up to date, and circulated timely across all relevant members.

• Engages closely with government counterparts, including MoFNP and the Ministry of Green Economy and Environment (including the NDA), to ensure their continued support, engagement and ownership of the project and its deliverables.

• Engages with CFU team and government stakeholders to facilitate meetings and plan workshops effectively.

• Liaises with other GGGI teams in the region , other relevant units and HQ to ensure complementarity and explore potential for collaboration.

DELIVERY

• Provides technical advice and in-depth review of project deliverables, including project concept notes, investment proposals, economic studies, and policy recommendations.

• Supports the expansion of the CFU via a high-quality hiring process.

• Supports day-to-day CFU activities including drafting, submission and delivery of government letters, minutes of meetings, meeting agendas, and event concept notes.

• Designs and delivers capacity building activities to the CFU team.

• Leads workshop planning, implementation, and project reporting.

• Supports the quality control of the output of consultants and technical teams supporting investment-related work, ensuring timely and impactful outputs.

• Coordinates south-south knowledge exchange activities with countries such as Uganda and Rwanda.

REQUIREMENTS

Qualifications

• Bachelor’s degree or equivalent in Climate Finance, Development Economics, Public Finance, Environmental Economics, Sustainable Investment, Environmental Science or a related field. A master’s degree in any of the same fields is an advantage.

• At least 5 years of professional experience in climate finance and development project implementation.

• Demonstrated expertise in climate project pipeline development, event management, and stakeholder engagement/consensus-building.

• Deep understanding of the international and local climate finance scene and ability to recognise the nuanced requirements of various climate finance sources.

• Experience coordinating partnerships with development partners, DFIs, and multilateral funds (GCF, GEF, CIF, AfDB).

• Prior experience in a relevant public sector or multilateral development institution is an advantage.

• Fluency in written and spoken English is required

• Fluency in Nyanja and/or Bemba is an advantage.

• Strong attention to detail and ability to manage portfolio-level reporting and tracking.

• Ability to work independently and collaboratively across multidisciplinary teams.

WORKING CONDITIONS 

This Climate Finance Senior Associate role is a G7NAT GGGI’s national salary scale, details of which can be found in the GGGI Staff Rules on GGGI’s website. In addition, GGGI provides 15% base salary towards a retirement plan/long-term savings, 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision.
