TERMS OF REFERENCE (ToR)
Consultancy for Development of Training Materials on Improved Village Chicken Production in Zambia
1. Background
iDE Zambia, through its Value Chain Development initiatives, seeks to enhance productivity, resilience, and commercialization of smallholder poultry farmers—particularly those engaged in indigenous (village) chicken production. Building on its Smallholder Commercialization of Poultry (SCoP) and Women Empowerment initiatives, iDE aims to strengthen the knowledge and technical capacity of Farm Business Advisors (FBAs), Village Savings and Loan Associations (VSLAs), and rural entrepreneurs through context-appropriate and gender-responsive training materials. To achieve this, iDE intends to engage a qualified consulting firm to design, develop, and package high-quality training materials that support capacity building in improved village chicken production, management, and marketing.
2. Purpose of the Assignment
The purpose of this assignment is to develop a comprehensive, user-friendly, and visual training package for smallholder farmers, FBAs, and VSLAs focused on improved village chicken production and productivity in Zambia. The materials will serve as a standardized resource for trainers and extension agents implementing poultry interventions across multiple districts.
3. Scope of Work
The consultant/firm will be expected to:
Conduct a brief literature review and content gap analysis of existing poultry training materials and manuals used in Zambia.
Develop training modules and facilitator guides covering key areas such as housing, feeding, disease control, breeding, marketing, and gender integration.
Integrate, where necessary, illustrations, case studies, and simple assessment tools to support adult learning.
Ensure materials are easily translatable into local languages and suitable for rural audiences.
Submit draft versions for review, participate in a content validation session with iDE and partners, and finalize materials for print and digital use.

5. Duration of the Assignment
The total duration of the consultancy shall not exceed three (3) weeks, including one day for content validation. Timely delivery of all outputs is essential.
6. Qualifications and Experience
At least 5 years of experience in curriculum design, agricultural training material development, or extension communication.
Demonstrated expertise in poultry production, preferably village/indigenous chicken systems.
Experience with NGOs or donor-funded agricultural projects in Zambia or Sub-Saharan Africa.
 Ability to produce visually appealing and gender-sensitive materials.
Strong facilitation and documentation skills with examples of similar assignments.
7. Reporting and Supervision
The firm will work under the overall supervision of the Programs Director (iDE Zambia) and in close coordination with the Strategy and Innovations teams. All deliverables shall be reviewed and approved by iDE Zambia before final submission.
8. Payment Terms
20% upon submission and approval of the Inception Report
20% Upon validation of materials
30 % upon submission and approval of the Draft Materials
30% upon submission and acceptance of the Final Training Package
9. Submission Requirements
Interested firms should submit:
A technical proposal (max 5 pages) detailing understanding of the assignment, proposed approach, and work plan.
A financial proposal in ZMW, inclusive of all costs.
Evidence of similar assignments (sample work or references).
Profiles of key personnel who will execute the task.
