Job description

Job Purpose

To monitor, assess the risk profile and financial soundness of institutions designated as problem banks as defined in the Supervision and Resolution of Problem Institutions Policy, and ensure compliance with the Banking and Financial Services Act (BFSA), any other applicable legislation, own policies and best practice so as to promote financial system stability.

Main Accountabilities

– Analyse prudential returns of assigned problem institutions on a weekly, monthly, quarterly and annual basis with particular attention to evolution of capital adequacy, earnings, asset quality, liquidity and sensitivity to market risk.
– Prepare daily, monthly, quarterly and annual reports, as the case may be, in order to communicate identified weaknesses and recommend prompt corrective action in line with the Problem Bank Management and Resolution Framework.
– Monitor the effectiveness of prompt corrective actions and other supervisory directives and timely advise the supervisor of significant concern.
– Analyse financial and non-financial information of assigned banks in order to develop and maintain up-to-date Institutional profiles;
– Conduct on-site examinations in order to validate prudential information received with a view to determining (i) adequacy of risk management and governance practices; (ii) effectiveness of internal control systems; and (iii)compliance with laws and regulations.
– Recommend appropriate sanctions if the bank is found to be engaged in unsafe and unsound practices as prescribed in the BFSA
– Organise and attend ad-hoc, and scheduled prudential meetings for assigned banks, take minutes and ensure that follow up mattes are duly noted for action
– Review and assess submitted recovery/turnaround plans for viability and report to supervisor on the merits and shortcomings identified
– Prepare briefing notes and presentations for Senior Management on assigned institutions including ad hoc requests on problem institutions; and
– Participate in the development/enhancement of supervisory policies and procedures for the management of distressed institutions.

Qualifications and Experience

• Knowledge of the BFSA and other financial sector laws and regulations
• Knowledge of bank resolution best practices
• Computer skills
• Interpersonal skills
• Oral and written communication skills
• Analytical and problem-solving skills
• Presentation skills

Key Knowledge and Attributes

– Bachelor of Arts (BA)/Bachelor of Science (BSc) (in business administration, LLB or equivalent, CA, ACCA, CIMA or equivalent will be an added advantage.
– Grade 12 School Certificate with a minimum of five (5) ‘O’ levels (credit or better)
– Three (3) years’ relevant experience
