Terms of Reference (TOR) for the Production of a 30-Minute Documentary

Job description

1. INTRODUCTION

The Civil Society for Poverty Reduction (CSPR) is a national network of 104 local civil society actors who are united in the fight against poverty in Zambia. Established in the year 2000 in response to the call by government for CSO voice in the formulation of the poverty reduction strategy papers (PRSPs), CSPR works to amplify the voice of marginalized and underrepresented groups in society and strengthens their civic engagement capacities to inform pro-poor national development planning and policy reform processes. CSPR draws its membership across 19 districts in Zambia in 6 provinces namely: Lusaka, Southern, North-Western, Western, Eastern, and Luapula. Thematically, CSPR works across the following themes using a rights-based approach:

II. Climate and environment Justice,

III. Social security and justice,

IV. Civic engagement and decentralization

V. Networking and coalition building.

VI. Youth and women economic empowerment

BACKGROUND:

CSPR with support from Diakonia, is implementing a project titled : Accelerating women and youth empowerment for social justice in three selected districts of Zambia namely: Choma, Monze and Mansa. One of its major outcomes, is to provide a platform for the voices of women and youth on national development processes and to ensure these voices are heard and respected. The project has been undertaking various capacity building interventions for women and you on local governance and community led development and social accountability. To document the voices of communities on their lived experiences in local governance decision making and public service delivery tracking, CSPR desires the services of a consultant to support the development of documentary that captures community voices in 3 selected communities within the project implementation sites for support to CSPR’s national advocacy efforts.

PURPOSE OF THE CONSULTANCY

To produce a 25-minute documentary that captures key voices of women and youth and their experience in local governance and decision making on development processes at local level. To document the successes and challenges of community led social accountability of public service delivery monitoring and budget tracking. The documentary will showcase the challenges faced by these groups, their initiatives, success stories, and the overall importance of their involvement in promoting social justice in their communities.

SCOPE OF WORK

Develop a comprehensive script outline that captures the project’s goals, activities, and outcomes in consultation with CSPR project staff responsible.
Identify and engage with key interviewees, including project beneficiaries (women and youth), CSPR staff, local leaders, and community members.
Conduct in-depth interviews to gather personal stories, experiences, and insights related to accountability and social justice
Develop and finalize the story board for the documentary and submit for CSPR’s approval
Organize and execute filming activities in selected locations within Southern and Luapula provinces, focusing on agreed project sites.
Capture engaging visuals of community activities, workshops, and events related to the project.
Edit the footage to create a cohesive narrative that effectively communicates the project’s objectives and achievements.
Integrate relevant graphics, subtitles and translations, and background music or voice overs to enhance the viewing experience

FINAL DELIVERABLES:

A 25-minute documentary film in high-definition format.
A short promotional teaser (1-2 minutes) for social media platforms.
A written report summarizing the production process, challenges encountered, and lessons learned.

DURATION

The consultancy is for 20 days and the final delivery of the documentary is expected by July 25th, 2025

SUBMISSION OF PROPOSALS

Interested consultants/media firms should submit a proposal that includes:

A detailed Profile/Curriculum Vitae (CV) indicating relevant qualifications and previous relevant work.
A link to previous documentary sample/s done  with 3 credible references
A detailed 20-day work plan and methodology specifying resources required from CSPR, including access to project sites, contacts for interviews, and support staff.
Financial proposal for the production including own logistic costs.
