Job description

1.0 INTRODUCTION

1.1 Project background

Habitat for Humanity Zambia (HFHZ) with support from the Federal Ministry for Economic Cooperation and Development (BMZ),  Lions Clubs International Foundation and Lions Foundation Germany is implementing the Improved Access to WASH Services through Community-Driven Models in Ngabwe and Kabwe District Project that commenced in December 2024 and will be ending in March 2028 aimed at improving Water, Sanitation and Hygiene (WASH) provision in the two Districts.

Pursuant to strengthening the capacities of local partners on this project, HFHZ has partnered with Whisper A Dream Foundation (WADF) that will play a leading role in addressing Menstrual Hygiene Management through increased knowledge management and providing capacity building in making re-usable sanitary pads in 9 selected schools.

In addition to delivering their key deliverables, HFHZ seeks to engage the services of an independent consultant to strengthen WADF’s governance and project management systems in order to contribute to the growth of the organization.

2.0 Consultancy objectives

The main objective of this assignment is to build WADFs institutional capacity by equipping its staff and board members with the necessary skills, tools and systems to help the organization sustainably grow. Specifically, the consultant will:

Strengthen WADF’s governance and leadership structures.
Enhance the organization’s project and risk management capacity.
Promote the integration of Diversity, Equity, and Inclusion (DEI) in organizational practices.
Support the development of sustainable financial and administrative systems.
Facilitate the creation of key institutional policies aligned with best practices.

2. 1 Scope of Services

2. 1 Training and Capacity Building

1. Design and deliver a 2-day capacity-building training for WADF staff and board members focused on:

i. Governance structures and board oversight

ii. Risk management frameworks

iii. Strategic planning and execution

iv. Diversity, equity, and inclusion in organizational development

v. Financial management and accountability

vi. Administrative systems and resource management

vii. Safeguarding policies and practices

Use interactive, participatory methodologies that are context-specific and aligned with the project’s objectives.
Coordinate with HFHZ staff and board members, who will support the training and provide ongoing mentorship to WADF.

2.3. 2 Reporting

4. Submit a brief inception report outlining the methodology and training agenda within one week of contract start.

5. Provide a training report summarizing content covered, participant feedback, and recommendations for mentorship.

3.0 Duration of assignment

The duration of the assignment will be five (5) days.

One (1) day for inception report
Two (2) days training delivery with support from HFHZ Staff
Two (2) days training report

4.0 Facilities to be provided by HFHZ

HFHZ will provide the following information and facilities to the facilitator:

i. Training logistics i.e. venue and meals

ii. The services of the HR, Finance, BDP and Programme staff at HFHZ; Board representative from HFHZ

iii. Print out of training material submitted by the consultant, project specific template documents for the project submitted by HFHZ and stationery for the assignment

5.0 Financing the assignment

Payment will be as follows:

60% of the fees to be paid upon endorsement of the submitted preparatory documents for the training and delivery of the training
40% of the fees will be paid upon submission and endorsement of the final report

6.0 REQUIREMENTS

Education

Postgraduate qualification in Project Management, Business Management, Development Studies, Humanities or any other relevant discipline.

Work Experience

Demonstratable prior experience in conducting training on Leadership, Governance and Project Management in the not-for-profit sector.
At least 10 years experience in Leadership and Governance

Skills

At least five (5) years post-qualification experience.

6.0 DETAILS OF SUBMISSION

6.1 Eligibility of the consultant

Interested, eligible and qualified consultants should submit.

A detailed proposal and a cover letter electronically with a clear subject ‘Expression of Interest for the “Conducting Capacity Strengthening in Project Management and Governance for Whisper A Dream Foundation (WADF)”, presentation outlining the methodology, timeframe, expertise, and budget
A summarized description of the scope of work and the intended methodology to be used
A financial proposal for the support services outlined in the ToRs.
Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted.
Proof company registration, including tax clearance. (If you apply as a company)
Names and CVs of team members proposed, highlighting their experience relevant to this study and their roles in the achievement of the assignment.

7.0 Reporting

The consultant will report directly to the Project Manager with the overall supervision from the Human Resources, Learning and Organizational Development Manager.  The consultant will receive a detailed briefing at the beginning of the assignment with regular follow up discussions via email, phone and in-person as required.

8.0 Budget

The budget for the consultancy should include all relevant costs including professional fees travel, local transport, accommodation etc.). The budget amount should be presented for discussion with HFH. A detailed and easy to follow budget is expected with budget notes.

Tax and insurance: The consultant/s shall be responsible for own tax and insurance during the assignment.

9.0 Application
