BACKGROUND
The Non-governmental Gender Organizations’ Coordinating Council (NGOCC) was established in 1985 to play a leadership and critical role in the promotion of women’s rights and empowerment of women in Zambia. As a network organization, NGOCC’s mandate is to coordinate and mobilize members in a more concerted manner for advocacy and capacity-building programs aimed at advancing gender equity and equality and the overall status of women in Zambia.
In 2023 NGOCC realized the need to transform itself and employed a participatory and inclusive approach to listen to the critical voices of all its stakeholders to inform its change process. The consultations covered Member Organisations, women’s rights activists and other key stakeholders within Lusaka and across the 10 provinces using various platforms and processes. The vision for this transformation is for NGOCC to be a “decentralised, vibrant, active, inclusive, representative, participatory and effectively coordinated NGOCC that is positioned to provide strategic leadership on the gender agenda and the women’s movement in Zambia.”
To guide this process NGOCC developed a roadmap for the Transformation and Rebranding Road Map with 2025 earmarked as the commencement year for the implementation of a Change Management process to respond to the strategies that were agreed and ratified by the General Assembly. This Change Management Process could benefit from an expert consultant to assist the NGOCC Board of Governors and Secretariat to actualise the vision.
PURPOSE OF THE ASSIGNMENT
The objective of this consultancy is to support the Change Management elements of NGOCCs transformation and rebranding which will entail changing processes, structures, behaviors and ways of working in NGOCC as well as driving change to make NGOCC effective and efficient.
The specific objectives to guide the consultancy would be:
To develop a Change Management assessment and a solution design.
To develop a forward-looking plan for the implementation of the change solutions
To conduct an assessment of the appropriateness of the current NGOCC Strategic Plan to deliver on the Change Management Plan
To conduct an assessment and come up with recommendations for an Organisational structure and roles required to deliver the change.
DURATION OF THE ASSIGNMENT
The entire work will be for a period of 30 days.
Expected Output/Deliverables:
A Change Management assessment and a solution design.
Forward looking plan for the implementation of the change solutions.
Assessment of the appropriateness of the current NGOCC Strategic Plan to deliver on the Change Management Plan.
Assessment and recommendations for an Organisational structure and roles required to deliver the change.
COMPETENCIES, QUALIFICATIONS AND EXPERIENCE OF THE CONSULTANT TEAM
Master’s degree in HR, Management, Change Management, Communications, Development, Knowledge Management, MBA or similar field.
Over 10 years of senior level Management experience.
Current knowledge of HR policies and practices is essential
Experience working with local NGOs
Prior knowledge of NGOCC and its mandate will be an added advantage.
Evidence of and expertise and experience leading and guiding Organisations in Change Management processes
Strategic thinking.
Strong oral and written communication skills in the English language
