COMPANY DESCRIPTION
Greenstretch Consultants Limited (GCL) is a duly registered entity in the Republic of Zambia specializing in the provision of environmental consulting and waste management services. GCL was incorporated in 2018 under the Companies Act No. 10 of 2017 of the laws of Zambia with the Patents and Companies Registration Agency (PACRA) as a private company limited by shares, Registration No. 120180003782. The company is headquartered in Livingstone District of Southern Province, located on Plot No. 1411, Sambono Road, Cold Storage Area.
Zambia is experiencing an increase in the volume of waste electrical and electronic equipment (WEEE). This is referred to as e-waste, the term that is used to cover all types of WEEE. E-waste, is exacerbated by the high-level demand for electronic gadgets and subsequent influx of second-hand equipment from developed countries, many of which are old, near or at end of life.
With the lack of the needed investment, recycling technologies and facilities to adequately handle e-waste in an environmentally sound manner, e-waste is currently either landfilled, dumped illegally or burnt in Zambia. E-waste contains large amounts of heavy metals and other toxic chemicals such as lead, mercury, cadmium and brominated flame retardants, which when released into the environment due to inappropriate disposal, pose significant adverse environmental health risks to the local communities.
To address the continued e-waste challenges in Zambia, Greenstretch Consultants Limited (GCL) intends to establish and operate an electronic and electrical waste (e-waste) recovery, collection, transportation, dismantling, storage and processing facility in Livingstone District. This project will be implemented through the support of the African Environmental Health Pollution Management Project (EHPMP) Grant Scheme, to help address the environmental health risks and impacts associated with e-waste management in Zambia. Setting up an e-waste facility is a solution to the e-waste challenges that Zambia is facing today due to increased human population, urbanization and economic activities.
JOB DESCRIPTION
As an equal opportunity employer, Greenstretch Consultants Limited (GCL) is URGENTLY looking for a suitably qualified, dynamic and self-motivated Zambian national to fill the position of Procurement Officer. The ideal candidate must be preferably residing in Livingstone where the project is being implemented.
Duties and Responsibilities:
Preparing terms of reference (TOR) for services, good and works to be procured
Working closely and regularly liaise with the Project Implementation Unit (PIU)
Carrying out all applicable and eligible procurements required for project implementation
Performing routine procurement duties in line applicable regulations, rules and procedures
Setting up adequate procurement processes or systems to ensure project funds are well utilized
Preparation of bidding documents, request for proposals (RFP), request for quotation (RFQ) consultants’ shortlists, and other documents based on relevant procedures for the procurement of goods, works as well as consultant and non-consulting services
Ensuring that all deadlines and conditions described in the contracts are met (e.g. payments, deliverables and contractual periods)
Managing as well as identifying, evaluating, selecting suppliers based on quality, price, and reliability
Negotiating contracts and terms with suppliers to secure the best prices and conditions
Communicate with vendors to ensure timely delivery of goods and services, and promptly resolve any procurement issues that may arise.
Creating and managing purchase orders to ensure timely procurement of goods and services.
Analyzing costs and identifying areas for savings to improve overall procurement efficiency.
Ensuring that procurement activities comply with company policies and relevant regulations.
Supplier performance evaluation and assessing supplier performance and making recommendations for improvement or changes.
Working with other departments (like finance and operations) to align procurement strategies with overall business goals.
Staying informed about market trends, pricing, and new suppliers or products.
Preparing reports on procurement activities, budgets, and savings for management review.
Updating and maintaining complete procurement records and ensuring they are properly safeguarded and accurate for future reference
Analyzing and prioritizing company spending across business units, suppliers and contractors
To perform any other duties as assigned by the supervisor
CANDIDATE SPECIFICATION
The suitable candidate will ensure all procurement activities comply with the World Bank procurement regulations as well as the Zambian policies, requirements, and regulatory standards relating to procurement of goods, services and works.
Experience: Proven experience in procurement and at least 5 years plus in procurement and administration
Education level:
Full grade twelve school certificate
Diploma or Bachelor’s Degree in Purchasing and Supply Chain Management or Chartered Institute of Purchasing and Supply (CIPS) or related field
Knowledge of:
Sourcing and procurement techniques as well as a dexterity in “reading” the market
Using private sector commercial practices in line with provisions of the World Bank procurement regulations
The Zambian Public Procurement Act including regulations & rules
Skills: Strong business acumen, well developed negotiation and communication
Ability to: Make good decisions and think strategically
Focus: Operational, day-to-day execution of procurement activities
Other requirements: Zambia Institute of Purchasing and Supply (ZIPS) membership is mandatory for this position
