ENERGY REGULATION BOARD (ERB) — VACANCY ANNOUNCEMENT
The Energy Regulation Board (ERB) is a statutory body created by the Energy Regulation Act No. 12 of 2019 to regulate Zambia’s energy sector. The ERB is looking to hire a qualified and experienced Zambian national to fill the position of Human Resource Officer to be based at its Head Office in Lusaka.
Job Title: Human Resource Officer
Job Type: Fixed-term contract (3 years)
Location: Head Office – Lusaka, Zambia
ERB Grade: ERB 5
Reports To: Senior Manager Human Resource & Administration
Job Purpose:
To carry out personnel and employee welfare services in the ERB in order to optimise human resource utilisation, retention, and industrial harmony. The job holder supports the development and implementation of HR initiatives and systems and provides counsel on policies and procedures.
Main Duties and Responsibilities:
- Assist in interpreting and implementing short- and long-term human resource policies, disciplinary and grievance procedures, and welfare plans to promote industrial harmony and enhance staff morale.
- Conduct case investigations and participate in case hearings to advise management on fair and consistent remedial action for industrial relations matters.
- Participate in the selection and recruitment of staff below senior management level and coordinate orientation of new employees.
- Monitor staff performance through performance appraisals and advise the supervisor accordingly.
- Provide timely advice to management and staff on relevant legislation, human resource policies, and procedures.
- Maintain effective employee records for manpower development and recruitment to ensure ease of reference and retrieval.
- Prepare regular and ad hoc reports on staff establishment, leave days accrued, recruitment, promotions, demotions, and transfers for management information and decision-making.
- Administer medical schemes for members of staff and their registered dependents.
- Coordinate pension schemes for permanent and pensionable members of staff and ensure records are up to date.
- Perform any other duties as may be assigned by the supervisor from time to time.
Required Skills:
- Labour Law and Policy Interpretation: Ability to interpret and apply labour laws, HR policies, and procedures effectively.
- Industrial Relations Skills: Ability to support disciplinary and grievance processes and advise on fair and consistent remedial action.
- Recruitment and Records Management: Ability to support recruitment, orientation, and maintain effective employee records.
- Analytical and Reporting Skills: Ability to prepare clear reports on staff establishment, leave, recruitment, promotions, transfers, and related HR matters.
- Communication Skills: Excellent written, oral, and presentation skills, with ability to communicate effectively in English.
- Professional Attributes: Demonstrates objectivity, confidentiality, integrity, courtesy, interpersonal skills, leadership, and analytical ability.
- Public Sector Knowledge: Working knowledge of the public sector and employee welfare administration.
Minimum Qualifications:
- Grade 12 Certificate with five (5) credits or better or equivalent.
- Degree in Human Resources Management, Public Administration, or equivalent.
- Must be a member of the Zambia Institute of Human Resource Management (ZIHRM).
- A minimum of five (5) years’ work experience in a similar environment.
- Verification of all qualifications by ZAQA is required.
