ENERGY REGULATION BOARD (ERB) — VACANCY ANNOUNCEMENT
Job Title: Data Analyst (x2)
Job Type: 2 Years Fixed-Term Employment Contract
Location: Northern Region and Southern Region, Zambia
ERB Grade: ERB 6
Reports To: Zonal Coordinator
Background:
The Energy Regulation Board (ERB) is a statutory body created by the Energy Regulation Act No. 12 of 2019 to regulate Zambia’s energy sector. The ERB seeks qualified and experienced Zambian nationals to fill two (2) positions of Data Analyst, one for the Northern Region and one for the Southern Region.
Job Purpose:
To collect, validate, manage and analyse Uniform Petroleum Pricing (UPP) data in order to support accurate determination of transport rates, claims and contributions, timely reporting, compliance monitoring and evidence-based decision-making.
Main Duties and Responsibilities:
- Collect, collate, clean, validate and analyse data from Oil Marketing Companies, transporters, depots and other relevant stakeholders.
- Maintain accurate regional datasets on petroleum product movements, uplifts, deliveries, transport distances, claims and contributions.
- Support the development, updating and use of databases and the UPP model for determination of transport rates and reporting of transactions.
- Reconcile datasets and identify anomalies, inconsistencies, duplicate records or potential non-compliance for further investigation.
- Prepare timely analytical reports, dashboards, summaries and data visualisations for the Zonal Coordinator and UPP management.
- Analyse trends affecting UPP operations and fund sustainability, and provide evidence-based insights to support decision-making.
- Work with Field Officers and relevant departments to verify petroleum product uplifts, deliveries and transport distances.
- Maintain data quality, confidentiality, security and proper records in accordance with ERB procedures and applicable requirements.
- Liaise professionally with licensees and other stakeholders to resolve data gaps and facilitate accurate and timely submissions.
Minimum Qualifications and Skills:
- Full Grade 12 Certificate with five (5) Credits or better.
- Bachelor’s degree in Statistics, Data Science, Economics, Mathematics, Computer Science, Business Analytics or a related field.
- A minimum of two (2) years of relevant experience in data analysis, database management, quantitative research or a related role. Experience in the energy, petroleum or regulatory sector is an added advantage.
- Demonstrated proficiency in Microsoft Excel and data analysis or visualisation tools.
- Verification of all qualifications by ZAQA is required.
Required Attributes:
- Strong quantitative, analytical and problem-solving skills.
- Proficiency in Microsoft Excel, database management and data visualisation; knowledge of SQL, Power BI, Python, R or similar tools is an added advantage.
- Ability to clean, validate, reconcile and interpret large datasets with a high degree of accuracy.
- Good understanding of statistical methods, trend analysis and performance reporting.
- Knowledge of the Zambian petroleum downstream sector and the UPP mechanism is an added advantage.
- Excellent oral, written, presentation and report-writing skills.
- High level of integrity, confidentiality, attention to detail and accountability.
- Strong interpersonal and stakeholder engagement skills, with the ability to work independently and as part of a multidisciplinary team.
- Willingness to travel within the assigned region when required.
