Job description

Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases.

Position: PSCSS Officer (10 Positions)

Location: All 10 Provinces, Zambia
Reporting to: PSCSS Manager

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Diploma or degree in Supply Chain Management, Logistics, Pharmacy or a related field.
• Minimum three years’ health supply-chain management experience.
• Experience with eLMIS and supply-chain data management.
• Knowledge of facility-level supply-chain operations.

DESIRABLE QUALIFICATIONS AND EXPERIENCE
• Degree in a related field.
• Supply-chain management certification.
• Experience with facility-level commodity management, DHO coordination and PEPFAR-supported programmes.

KEY PERFORMANCE AREAS
District and facility support
• Provide technical/operational support to strengthen provincial systems and processes.
• Monitor stock levels and address potential stock-outs, overstocking and expiries.
• Support commodity availability, accountability and optimal use.
• Conduct routine checks for accurate, complete, reliable supply-chain information.

Data management
• Support timely, accurate eLMIS data entry and reporting.
• Conduct checks and reconciliation to address discrepancies.
• Monitor reporting rates and follow up gaps.
• Support closure of Corrective Action Requests through follow-up and agreed actions.

Capacity building
• Mentor facility staff in knowledge, skills and performance.
• Support training in supply-chain systems and commodity management.
• Provide ongoing coaching for compliance with procedures/standards.
• Develop competencies through practical, on-the-job learning and knowledge sharing.

Coordination
• Coordinate with DHOs/district teams on implementation and performance.
• Support district activities, interventions and reporting.
• Participate in health/supply-chain meetings for planning, problem-solving and improvement.
• Link facilities to provincial initiatives for alignment, information flow and effective implementation.
