Job description
Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases.
Position: PSCSS Manager (10 Positions)
Number of vacancies: 10
Contract type: Fixed Term. Contract duration: TBA.
Location: All 10 Provinces, Zambia
Reporting to: Senior Technical Specialist – Sustainability and Transition PSCSS

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Degree in Pharmacy, Supply Chain Management, Logistics or a related field.
• Minimum seven years’ health supply-chain management experience.
• Experience with ZAMMSA operations and regional hubs.
• Knowledge of Zambian provincial health systems.
DESIRABLE QUALIFICATIONS AND EXPERIENCE
• Master’s in Public Health or Supply Chain Management.
• Supply-chain management certification.
• Experience with PEPFAR-funded programmes, eLMIS/WMS systems and hub-level supply-chain management.

KEY PERFORMANCE AREAS
Provincial supply-chain management
• Manage provincial systems-strengthening activities for efficiency, performance and sustainability.
• Oversee stock monitoring/redistribution to minimise stock-outs, overstocking and expiries.
• Support destination verification so commodities reach intended facilities/beneficiaries.
• Coordinate planning, implementation, monitoring and performance with PHOs and DHOs.
Hub coordination
• Coordinate provincial hub technical/operational support.
• Monitor hub performance and inventory for optimal availability/management.
• Support data management, analysis and reporting for decisions and improvements.
• Facilitate personnel capacity building to strengthen systems, skills and operations.
Capacity building
• Mentor supply-chain staff and develop competencies through coaching, on-the-job training and knowledge sharing.
• Use “I Do, We Do, You Do” for practical learning and skills transfer.
• Ensure effective step-down of systems, processes and competencies to GRZ structures.
Data management
• Support collection, analysis and interpretation for operational decisions.
• Ensure accurate, timely eLMIS/WMS entry.
• Conduct data-quality checks/reconciliation and address discrepancies.
• Monitor reporting rates and follow up gaps for completeness/timeliness.
