Job description
Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases.
Position: Provincial Strategic Information Coordinator (9 Positions)

Location: Lusaka, Zambia
Reporting to: Strategic Information Advisor

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Bachelor’s degree in Public Health, Social Sciences, Statistics, Demography or a related field.
• Background in research, monitoring and evaluation and/or data management; formal M&E training.
• Minimum five years’ Monitoring & Evaluation experience.
• Donor-funded programme experience required.
• Experience with government-owned systems such as SmartCare Pro, DHIS2 and eLMIS required.
• Strong data-analysis/report-writing skills.
DESIRABLE QUALIFICATIONS AND EXPERIENCE
• Master’s degree/international equivalent in Statistics, Social Sciences, Public Health or related field.
• Two to three years’ health-data management experience, including verification/quality assurance.
• Data-quality assessments and end-use/verification survey experience.
• Analytics/visualisation experience such as Power BI.
• Experience with programme systems including QAT, DTT and ePOD.

KEY PERFORMANCE AREAS
M&E systems
• Develop/update provincial work plans, reporting templates and data tools.
• Design, improve and expand provincial data tools.
• Stay informed on M&E best practices and MoH/donor reporting requirements.
Performance analysis and data use
• Monitor targets and performance, including supply-chain and other programme areas.
• Identify issues/drivers using monitoring tools and government-owned eLMIS, SmartCare Pro, QAT, DTT and ePOD systems.
• Promote dashboards/Power BI analytics and disseminate stakeholder reports.
Data quality and verification
• Coordinate annual assessments and applicable end-use verification with MoH.
• Design/conduct audits and follow up recommendations.
• Support provincial milestone/transition verification through government-owned systems.
Verification and reporting
• Ensure timely facility/district reports.
• Conduct internal verification and obtain corrections by deadlines.
• Compile/verify quarterly, semi-annual and annual reports; maintain aggregate statistics databases/repositories.
Technical assistance and capacity building
• Assist provinces, districts and facilities with M&E reporting, analysis and data use.
• Conduct site visits and mentor government Provincial Health Officers/district counterparts to strengthen their capacity.
• Perform other responsibilities assigned by the Strategic Information Advisor.
