Job description

Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases.

Position: Technical Lead – Sustainability and Transition PSCSS

Reporting to: Director – Supply Chain

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Degree in Pharmacy, Clinical Pharmacy, Supply Chain Management, Logistics, Public Health or a related field.
• At least ten years’ health supply-chain management experience.
• Experience with ZAMMSA operations and regional hub management.
• Deep understanding of Zambian provincial health systems.

DESIRABLE QUALIFICATIONS AND EXPERIENCE
• Master’s in Public Health or Supply Chain Management.
• Supply-chain management certification.
• Experience with transition/capacity-building programmes, PEPFAR-funded programmes and ZNLS or similar logistics systems.

KEY PERFORMANCE AREAS
Provincial supply-chain strengthening
• Lead improvements to provincial systems, performance and sustainability.
• Support destination verification to ensure commodities reach intended facilities.
• Establish sustainable stock monitoring for visibility, availability and accountability.
• Recommend evidence-based redistribution to reduce stock-outs, overstocking and expiries.
• Strengthen accurate, accountable inventory management and optimal stock use.

ZAMMSA hub support
• Coordinate technical/operational support across seven hubs.
• Assess system, skills and operational gaps and target interventions.
• Support dashboards for monitoring, gap identification and decisions.
• Strengthen inventory visibility, accuracy, accountability and availability.

ZNLS redesign
• Lead structured technical support to improve efficiency and sustainability.
• Provide input to supply-chain strengthening/transition initiatives.
• Align redesign with national priorities and requirements through MoH/stakeholder coordination.
• Analyse supply-chain data, performance and strengthening findings for evidence-based decisions.

Transition and sustainability
• Develop/implement the supply-chain transition framework for sustainable GRZ ownership.
• Support government absorption planning, identifying requirements, capacity gaps, resources and priorities.
• Coordinate with Supply Chain Management/stakeholders on national priorities.
• Develop readiness assessments to measure institutional capacity and target interventions.

Capacity building
• Mentor ZAMMSA hub/provincial staff in supply-chain management and operations.
• Develop competencies through coaching, technical assistance, on-the-job learning and knowledge sharing.
• Use “I Do, We Do, You Do” for practical learning, ownership and sustainable skills transfer.
• Transfer systems, processes and competencies to government structures.
