Job description
Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases.
Position: Strategic Information Officer (2 Positions)

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Bachelor’s degree in Demography, Economics, Statistics, Public Health, Social Sciences or a related field.
• Relevant professional-body membership is an advantage.
• At least two years’ MEL or Monitoring and Evaluation experience.
• Strong data-analysis/report-writing skills and understanding of collection, analysis, reporting, dissemination and data-quality management.
• Experience with electronic tracking systems and analytics platforms such as Power BI.
DESIRABLE QUALIFICATIONS AND EXPERIENCE
• Postgraduate training in M&E, statistics or data management.
• Knowledge of donor funding and contractual/reporting requirements; donor-funded health-programme experience preferred.
• Experience with eLMIS, SmartCare Pro, WMS, DTT and ePOD.
• Experience supporting data-quality assessments and surveys.

KEY PERFORMANCE AREAS
Data collection and monitoring
• Support routine collection, verification and reporting through government-owned eLMIS, SmartCare Pro, WMS, DTT and ePOD systems.
• Collect data and explore trends/changes in M&E indicators.
• Use Power BI and other analytics tools to monitor monthly site reports, including commodity/service-delivery data, and provide status charts for situational reports.
Performance analysis and data use
• Support hub-level performance reviews, including supply-chain and other programme areas.
• Link facility data activities to provincial performance monitoring for accurate, timely reporting.
• Use dashboards and provide feedback to facilities/districts.
Data quality and verification
• Conduct spot checks and support annual assessments and verification surveys with the SI Advisor/MoH.
• Provide feedback on timeliness, completeness and accuracy.
• Document causes of data gaps/anomalies for follow-up.
Reporting and consolidation
• Consolidate monthly/quarterly reports and assist routine technical reporting.
• Update the monthly reports tracker and flag late reports.
• Initiate quarterly data/work-plan reviews and write meeting reports.
Technical assistance and capacity building
• Mentor government health counterparts in data management/use.
• Share technical performance updates for team learning and decisions.
• Perform other responsibilities assigned by the Strategic Information Advisor.
