Job description

Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases.

Position: Distribution and Logistics Specialist (3 Positions)
Number of vacancies: 3
Contract type: Fixed Term. Contract duration: TBA.

Reporting to: Senior Technical Specialist – Warehousing & Distribution

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Degree in Logistics, Supply Chain Management, Transport Management or a related field.
• At least five years’ distribution and logistics experience.
• Experience with DTT/ePOD systems and OTIF monitoring.
• Knowledge of third-party logistics (3PL) management and contracting.

DESIRABLE QUALIFICATIONS AND EXPERIENCE
• Master’s degree in Logistics or Supply Chain Management.
• Logistics/distribution management certification.
• Experience with ZAMMSA operations, cold-chain distribution and route-optimisation software.

KEY PERFORMANCE AREAS
Distribution management
• Coordinate timely, efficient in-country commodity distribution.
• Monitor On-Time In-Full performance against agreed targets.
• Track distribution volumes and geographic coverage against plans/targets.
• Support cold-chain monitoring and storage/transport temperature compliance.

DTT/ePOD systems
• Maintain timely, accurate Distribution Tracking Tools.
• Support ePOD implementation and use for delivery visibility/confirmation.
• Monitor system uptime and data accuracy.
• Troubleshoot system/operational issues and coordinate timely resolution.

3PL coordination
• Support contracting and management of logistics providers.
• Monitor contractual/service-level compliance and performance.
• Conduct reviews, identify gaps and implement corrective actions.
• Build provider capacity for delivery and compliance.

Route optimisation
• Analyse logistics/distribution efficiency and cost-effectiveness.
• Provide data-driven route, resource and service-delivery recommendations.
• Monitor distribution exceptions and coordinate resolution.
• Support logistics planning, resource allocation and operational targets.

Capacity building
• Mentor ZAMMSA staff in logistics competencies and performance.
• Support training and knowledge transfer to ZAMMSA and relevant logistics staff.
• Use the “I Do, We Do, You Do” approach for practical learning and skills transfer.
• Ensure step-down and handover of knowledge and practices to GRZ structures.
