Job description
Higher Education Authority (HEA) is inviting applications from suitably qualified Zambians for the position of Senior Human Resource Officer.
Number of positions: 1
Location: Lusaka, Zambia
Employment type: Full-time
JOB PURPOSE
Coordinate human resource management and administrative functions to improve organisational performance, comply with policies and labour regulations, and support the Manager – Human Resources and Administration in achieving departmental objectives.
PRINCIPAL ACCOUNTABILITIES
• Support the development, review and implementation of human resource and administrative policies that guide staff operations.
• Coordinate HR management functions to optimise the use of human resources.
• Coordinate staff development programmes to improve staff performance and organisational capacity.
• Coordinate administrative and logistical support for efficient operations of the Authority.
• Prepare and consolidate inputs into the Human Resources and Administration Section budget to support resource allocation.
• Support the monitoring and evaluation of departmental programmes to assess service delivery and identify improvements.
• Coordinate staff welfare and wellness programmes, including HIV/AIDS awareness activities, to promote healthy living.
• Coordinate payroll administration to ensure employee salaries and statutory deductions are processed accurately and on time.
• Coordinate implementation of performance management systems to improve staff productivity.
MINIMUM REQUIREMENTS
• Full Form V/Grade 12 Certificate or equivalent.
• Bachelor’s degree in human resource or a related field from a recognised Higher Education Institution.
• A master’s degree in human resource or a related field from a recognised Higher Education Institution is an added advantage.
• Must be a member of ZIHRM and hold a valid practising licence.
• Certification in Talent Management or HR is an added advantage.
• Knowledge of Human Resource Management Information Systems is an added advantage.
Experience
Five years of relevant experience, including at least two years at Human Resource Officer level or equivalent.
Required competencies
Leadership skills; Computer skills; Analytical skills; Interpersonal skills; Supervisory skills; Integrity; Tact and diplomacy.
