Terms of Reference (ToR) for Development of a Three-Year Strategic Plan

Development of a Three -Year Strategic Plan for Africa Windmills Limited.

  1. Background

Africa Windmills Limited is a local non-governmental organization committed to championing sustainable agriculture and the holistic transformation of rural communities. Africa Windmills Limited seeks to create transformed rural livelihoods, food-secure households, economically empowered families and spiritually strengthened and thriving communities.

2. Purpose of the Assignment

The purpose of this consultancy is to facilitate the development of a realistic, participatory, and results-oriented three-year strategic plan for Africa Windmills Limited.

3. Objectives of the Assignment

  • Conduct an organizational assessment

  • Review achievements, challenges, and lessons learned.

  • Analyze the external operating environment.

  • Facilitate stakeholder consultations.

  • Review vision, mission, and values.

  • Develop strategic priorities and measurable results.

  • Develop implementation and monitoring frameworks.

  • Develop high level 3 year financial forecasts.

  • Produce a final strategic plan.

4. Scope of Work

A. Inception Phase

  • Hold inception meetings.

  • Review key documents.

  • Prepare an inception report.

B. Organizational Review and Situational Analysis

  • Conduct SWOT, PESTEL, stakeholder and risk analyses.

  • Assess governance, leadership, and organizational capacity.

C. Stakeholder Consultations

Consult Board members, staff, beneficiaries, government representatives, donors, and partners.

D. Strategic Planning Workshop

Validate findings and agree on strategic priorities.

E. Development of Strategic Plan

Include organizational profile, situational analysis, strategic direction, results framework, resource mobilization strategy, risk management framework, MEAL framework, implementation plan, and budget framework.

5. Deliverables

Inception Report- Situational Analysis Report- Strategic Planning Workshop Report- Draft Strategic Plan- Final Strategic Plan- Strategic Plan Presentation.

6. Methodology

Use document review, interviews, focus groups, surveys, SWOT analysis, PESTEL analysis, stakeholder analysis, risk analysis, workshops, and validation meetings.

7. Duration

The assignment is expected to be completed within 8 weeks.

8. Consultant Qualifications

Advanced degree in a relevant field.

At least 5 years of strategic planning experience.

Experience with NGOs and civil society organizations.

9. Management and Reporting Arrangements

The consultant will report to the Executive Director and work closely with the Board Chairperson.

10. Proposal Submission Requirements

Technical proposal, financial proposal, work plan, CVs, references, and examples of similar assignments.

  1. Evaluation Criteria
    Understanding of assignment (20%), methodology (25%), experience (25%), qualifications (15%), financial proposal (15%).

  1. Confidentiality
    All information obtained during the assignment shall remain confidential.

A practical, stakeholder-owned, and resource-informed three-year strategic plan.
