TENDER FOR REHABILITATION OF WATER-BORNE TOILETS

INTEGRATED ACTION FOR MITIGATING THE EFFECTS OF CLIMATE CHANGE ON THE MOST VULNERABLE COMMUNITIES IN ZAMBIA PROJECT (AIM ZAMBIA)

Target Sites: Southern Province (Kalomo & Namwala Districts) and Western Province (Shangombo & Sikongo Districts)

1.    Introduction

Keepers Zambia in partnership People In Need (PIN) with financial Support from CELIM is implementing a project, Integrated Action for Mitigating the Effect of Climate Change on the Most Vulnerable Communities in Zambia.

The project supports the Government of Zambia’s response to the drought caused by the El Niño phenomenon through an integrated, multisectoral approach covering Agriculture and Food Security, Health and Nutrition, and Water, Sanitation and Hygiene (WASH).

KZF is implementing the project is in Western Province: Shangombo and Sikongo districts; Southern Province: Kalomo and Namwala districts

As part of its WASH interventions, the project will rehabilitate four (4) water-borne toilets in selected communities and institutions as follows; Kasenga girls secondary school in Namwala district, Kalomo Town Market in Kalomo district, Mutanda rural health Center in Shangombo district and mother-shelter at Sikongo mini hospital of Sikongo district.

2. Scope of Works

The work involves rehabilitating existing defunct waterborne toilet. As the extent of damage to the waterborne toilets differ from site to site and due to time elapse, interested bidders are therefore required to undertake their own assessment, a mandatory site visit for each lot they intend to bid for and prepare their own comprehensive costed BOQ based on the actual condition of the facilities.

During the mandatory site visit, bidders shall conduct a thorough assessment of all works necessary to restore the toilet facilities to full operational condition. The assessment shall include, but not be limited to;

2.2 The condition of the civil and structural components such as slabs, walls, columns, beams, roofing, rainwater disposal systems (gutters if applicable), ramps, and any demolition or reconstruction works required.

2.3 Relevant architectural elements including floor and wall finishes (i.e. they poses cracks/ damages), plastering, tiling, ceilings (where applicable), doors, windows, cubicle partitions, ventilation, and all associated finishes necessary to complete the rehabilitation works.

2.4 Plumbing and sanitation systems, including water supply and distribution networks, pipework, fittings, valves, urinals, wash hand basins, taps, flushing systems, floor traps, drainage systems, inspection chambers, sewer connections, septic tanks, soakaways, manholes, wastewater disposal systems, vent pipes, water storage facilities, pumping systems (where applicable), and any repairs required to ensure the systems are fully functional.

2.5 Where applicable, relevant mechanical and electrical installations associated with the facilities, including water pumps, booster pumps, electrical wiring, distribution boards, lighting, switches, sockets and any solar-powered components.

2.6 Bidders shall assess accessibility features for persons with disabilities, including accessible cubicles, ramps, grab rails, door widths, turning spaces and accessible handwashing facilities, and incorporate any necessary improvements in their BOQs.

2.7 Note: Wherever painting works are applicable, the Contractor shall apply two coats of oil-based paint over properly prepared surfaces.

The paint color shall be selected to match the existing building as approved by Keepers Zambia Foundation (KZF) in consultation with the institution.

Bidders shall identify and include in their BOQs any rehabilitation works reasonably identifiable during the site visit, to ensure compliance with applicable Zambian building regulations, public health standards and good engineering practice.

Tender prices shall be deemed to include all labour, materials, equipment, transport, supervision, taxes and incidental costs required for the satisfactory completion of the works.

8.    Company profile

9.    Bank statements (latest 3 months)

10. Method statement

11. Work plan and Gantt chart

12. List of personnel and qualifications

13. Evidence of similar works (contracts, completion certificates, references)

14. List of equipment

The above mandatory documentation must be submitted and signed[NN1] .

In addition to technical Capacity and experience, cost-effectiveness, clarity of pricing, and financial capacity will be assessed,”

Please be informed that bidders are encouraged to sign the BOQs before submission as not doing so may lead to disqualification.

Bidders may be requested to provide clarifications during the evaluation process. Such clarifications will be limited to submitted information and will not allow modification of bids once submitted.

Any attempt to influence the evaluation process will result in disqualification.

4.    Tender Conditions

4.1 Bids must remain valid for 60 days

4.2 All submissions must be in English

4.3 Late or incomplete submissions will not be accepted

4.4 Attendance at the site visit is mandatory. Only bidders who participate in the official site visit and sign the attendance register shall be eligible to submit bids.

4.5 KZF reserves the right to accept or reject any bid

All attachment documents should be clearly labelled with Tender Reference and Supplier

name, Email size should not exceed 70MB. Any files beyond this size should be compressed (accepted compression formats are ZIP, RAR, 7Z or TAR).
