Job description
Chalimbana University invites applications from suitably qualified, experienced, visionary, innovative and results-oriented candidates for the position of Registrar.
ROLE
The Registrar is the University’s Principal Officer and Chief Administrator, providing strategic leadership over administration, governance, human resources, student administration, records, infrastructure and compliance. The role reports to the Vice-Chancellor.
KEY RESPONSIBILITIES
• Lead overall University administration and advise the Vice-Chancellor, Council and Senate on governance, policy and administrative matters
• Coordinate University Council and provide secretarial services, communicate decisions and ensure implementation of resolutions
• Lead development and implementation of policies, statutes, regulations, procedures, strategic plans and administrative systems
• Direct recruitment, staff development, performance, employee relations, welfare, discipline, industrial relations and labour-law compliance
• Oversee certification, academic records and student administrative services
• Serve as custodian of the University seal, official records, policies, legal instruments and institutional assets
• Ensure compliance with higher-education, employment and other applicable legislation
• Lead estates, infrastructure, health services, safety, security, transport, records management and campus operations
• Coordinate budgets, administrative reports, annual reports and performance information
• Ensure timely internal and external communication while promoting the University’s corporate image
• Perform other lawful duties assigned by the Vice-Chancellor or Council
QUALIFICATIONS AND EXPERIENCE
• Grade 12 Certificate with credit passes including English
• Bachelor’s degree in Public Administration, Human Resource Management, Education Administration, Law, Business Administration, Social Sciences or a related field
• Master’s degree in Public Administration, Human Resource Management, Education Administration, Business Administration, Law or a related field
• PhD in a relevant field is an advantage
• At least eight years’ relevant post-qualification experience, including four years at management level in a university, public institution or large corporate organisation
• Experience in university governance, administration, HR, policy development, regulatory compliance, records management and institutional planning
• Proof of membership in a professional organisation
KEY COMPETENCIES
Strategic leadership, sound judgement, institutional management, higher-education governance knowledge, planning, analysis, problem solving, communication, integrity, discretion, stakeholder engagement and proficiency in information technology.
TERMS
Three-year performance-based contract, renewable subject to satisfactory performance and operational requirements.
