Enhancing Civil Society’s Role in Advancing Children’s Rights: Supporting the Implementation of the Children’s Code Act

Background

The Zambia Civic Education Association (ZCEA), in partnership with Restless Development Zambia, Zambia Open Community Schools (ZOCS), Kindernothilfe (KNH), and the Zambia Federation of Disability Organizations (ZAFOD), is implementing a European Union-funded project aimed at strengthening the capacity of civil society organizations, communities, traditional leaders, duty bearers, and children to effectively implement and promote the Children’s Code Act through inclusive participation, civic accountability, and rights-based approaches.

To support this objective, the consortium seeks an experienced Curriculum Development Consultant to review, harmonize, adapt, and develop a comprehensive competency-based modular training curriculum for stakeholders involved in advancing children’s rights and the implementation of the Children’s Code Act.

Purpose of the Assignment

The Curriculum Development Consultant will lead the review, harmonization, adaptation, and development of an integrated modular training curriculum by consolidating existing training materials, manuals, toolkits, and learning resources from consortium partners and other stakeholders. The consultant will ensure the curriculum addresses emerging issues and supports the effective implementation of the Children’s Code Act, child participation, civic engagement, social accountability, and community-based governance processes.

Key Responsibilities

1. Conduct Desk Review

The consultant will:

– Review existing consortium training manuals, curricula, toolkits, and learning resources.

– Analyze Children’s Code Act training materials.

– Review child participation manuals and child rights resources.

– Assess civic education manuals and governance training materials.

– Examine social accountability tools and Community Score Card methodologies.

– Review community monitoring and school governance materials.

– Assess child safeguarding, community engagement, disability inclusion, and inclusive education resources.

– Review relevant national policies, legislation, and international reference materials.

– Identify content gaps, overlaps, inconsistencies, and opportunities for harmonization.

2. Facilitate Stakeholder Consultations

The consultant will:

– Consult consortium partners and key stakeholders.

– Gather insights on existing methodologies and implementation approaches.

– Identify strengths, weaknesses, and priority gaps in current training materials.

– Engage government institutions responsible for implementing the Children’s Code Act.

– Consult children, youth representatives, civil society organizations, and technical experts.

– Promote ownership, relevance, and applicability of the final curriculum.

3. Develop Curriculum and Learning Materials

Design a competency-based modular curriculum covering:

– Children’s Code Act

– Child Rights and Child Protection

– Child Participation

– Civic Education

– Participatory Governance

– Community Accountability

– Social Accountability Tools

– Community Monitoring

– Advocacy and Campaigning

– Inclusive Programming

– Disability Inclusion

– Gender Equality

– Safeguarding

– Referral Pathways

– Facilitation Skills

– Adult Learning Methodologies

– Community Mobilization

– Monitoring, Learning and Documentation

The curriculum should include:

– Learning objectives

– Session plans

– Facilitator guidance notes

– Participant exercises

– Practical case studies

– Group activities

– Reflection exercises

– Assessment tools

– Pre- and post-training tests

– Recommended reading and reference materials

4. Harmonize Existing Resources

The consultant will:

– Consolidate multiple training resources into a single curriculum package.

– Eliminate duplication and redundancy.

– Standardize terminology, concepts, and instructional methodologies.

– Align content with national legislation and international standards.

– Integrate cross-cutting themes including:

– Gender Equality

– Disability Inclusion

– Child Participation

– Child Safeguarding

– Human Rights and Inclusion

5. Support Curriculum Validation

The consultant will:

– Facilitate curriculum review and validation workshops.

– Present draft materials to stakeholders.

– Collect and analyze stakeholder feedback.

– Revise and strengthen curriculum content based on recommendations.

6. Finalize and Submit Training Package

Produce and submit:

– Final Modular Curriculum

– Facilitator’s Guide

– Participant Manual

– PowerPoint Training Package

– Training Assessment Tools

– Editable electronic copies of all materials and source files

Expected Deliverables

The consultant shall provide:

1. Inception Report including methodology and work plan.

2. Desk Review Report identifying gaps and recommendations.

3. Draft Modular Curriculum.

4. Facilitator’s Guide.

5. Participant Manual.

6. PowerPoint Training Package.

7. Training Assessment Tools.

8. Validation Workshop Report.

9. Final Revised Curriculum incorporating stakeholder feedback.

Qualifications

Education

Master’s Degree in one of the following disciplines:

– Education

– Curriculum Development

– Law

– Human Rights

– Development Studies

– Social Sciences

– Or another relevant field

Professional Experience

Minimum seven (7) years of demonstrated experience in:

– Curriculum development

– Instructional design

– Adult learning methodologies

– Training manual development

– Child rights programming

– Governance and civic education

– Social accountability programming

– Community development initiatives

– Child participation programming

– Facilitating stakeholder consultations

– Conducting validation workshops and participatory reviews

Experience working on European Union-funded programmes will be an added advantage.

Required Competencies

The successful consultant should demonstrate:

– Advanced curriculum design and instructional development expertise.

– Strong understanding of Zambia’s Children’s Code Act.

– Knowledge of child rights, child participation, and child protection frameworks.

– Familiarity with governance, civic education, and social accountability methodologies.

– Excellent technical writing and editing skills.

– Proven ability to harmonize diverse learning materials into a coherent curriculum.

– Strong stakeholder engagement and facilitation skills.

– Effective communication, analytical, and report-writing abilities.

– Commitment to safeguarding and child protection principles.

Duration

40 working days from the date of contract signature.

Safeguarding and Ethical Requirements

The consultant must comply with:

– ZCEA Child Protection and Safeguarding Policy.

– European Union safeguarding standards.

– All applicable safeguarding and child protection procedures throughout the assignment.

Any breach of safeguarding requirements may result in immediate termination of the consultancy contract.
