Job description

This role supports hospital-level MELD implementation, including data quality systems, performance monitoring, and reporting aligned with network MELD standards. The M&E Officer will also ensure completeness, accuracy, and timeliness of all hospital data entered into EMR and reporting systems. This role will manage indicator tracking, KPI development, patient-reported outcomes, and dashboard utilization for decision-making.

  1. Data Collection & Data Quality Management
  • Support the collection and verification of patient-related data within the electronic medical record (EMR), Metabase, and other reporting platforms.
  • Conduct routine data quality audits and ensure departmental compliance with hospital data collection standards.
  • Develop plans for data quality improvement and work with heads of various departments to strategize implementation.
  • For patient-reported outcomes, oversee dataset preparation, validation, and data cleaning to ensure accuracy and usability for analysis.
  1. MELD Data Use & Learning
  • Promote a culture of data-informed decision-making by supporting departments to interpret and apply MELD data in program and operational improvements.
  • Support the design, refinement, and implementation of hospital-level M&E tools, dashboards, and data quality systems aligned with network standards.
  • Train and mentor other departments on data quality procedures, dashboards, and indicator tracking.
  • Coordinate patient-reported outcome tools including testing, rollout, analysis, and presentation of findings for quality improvement.
  • Conduct data analysis and develop dashboards or visualizations to support hospital leadership decision-making.
  • Continuously assess and strengthen monitoring, inspection, and evaluation processes to improve hospital performance measurement and decision-making.
  1. Communication and Accountability
  • Prepare and disseminate MELD reports, dashboards, and findings to hospital leadership and relevant stakeholders.
  • Monitor service delivery indicators across departments and identify operational challenges requiring management attention.
  • Suggest strategies to Network MELD Director and hospital leadership for improving the efficiency and effectiveness of the hospital and MELD operations

4. Job Requirements

  • experience in healthcare data, monitoring & evaluation, or hospital performance improvement
  • Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships
  • Experience with health information systems or EMRs
  • Basic proficiency with data analysis tools (R, SAS, SQL, SPSS)
  • Intermediate proficiency with data visualization tools (Tableau, PowerBI, Metabase)
  • Ability to lead implementation of new systems, and affect staff behavioral/ attitudinal change
  • Consistently approaches work with energy and a positive, constructive attitude
  • Demonstrates strong oral and written communication skills
