VACANCY ADVERTISEMENT: TAILINGS STORAGE FACILITY (TSF) MANAGER 

Lumwana Mining Company seeks to recruit a highly motivated and committed individual for the position of TSF Manager to join the versatile Process Plant team. We are in search of individuals who can champion Barrick’s DNA by:

Reporting to the Operations Manager, the TSF Manager will be responsible for the safe, compliant and efficient management of all tailings storage facility (TSF) activities at the Lumwana Copper Mine. The role carries full accountability as the Responsible Tailings Facility Engineer (RTFE) under the Barrick Tailings Management Standard and leads both the day-to-day operations team and the interface with the ongoing TSF expansion design and construction programme

Your duties will include but are not limited to the following:

  • Serve as the accountable Responsible Tailings Facility Engineer (RTFE) for all operational and closure phases of the Lumwana TSF throughout the facility lifecycle.
  • Establish and maintain a productive working relationship with the appointed Engineer of Record (EoR); provide functional direction to the EoR and their design and QA teams while respecting the EoR’s independent professional accountability.
  • Ensure the TSF is constructed, operated, monitored and performing in accordance with the approved design intent, applicable Zambian regulations, the GISTM (2020), and the Barrick Tailings Management Standard.
  • Oversee and approve the Operation, Maintenance and Surveillance (OMS) Manual; ensure all operations personnel are trained to its requirements.
  • Schedule, participate in, and act upon recommendations from Routine Inspections (RI), Dam Safety Inspections (DSI), Dam Safety Reviews (DSR), and Independent Third-Party Reviews (IR).
  • Maintain the Corrective Action Plan (CAP) registry; ensure all Priority 1 and 2 items are resolved within prescribed timeframes and communicated to the Accountable Executive.
  • Lead the Potential Failure Mode Analysis (PFMA) and Critical Controls Management Plan (CCMP) processes; ensure annual review and update.
  • Establish, monitor and report Quantitative Performance Objectives (QPOs) including freeboard, beach width, pond volume, embankment rate of rise, and piezometric limits.
  • Maintain and calibrate the site-specific water balance model.
  • Ensure the Emergency Preparedness and Response Plan (EPRP) is current, tested, and communicated to all relevant personnel.
  • Oversee the tailings deposition model; ensure it is maintained and calibrated in line with operational data.
  • Manage the Management of Change (MoC) process for all substantive deviations from design intent in both operations and construction.
  • Ensure the Working Closure Plan is maintained current and that the facility is operated consistent with its closure objectives.
  • Complete or oversee the annual Life of Mine (LOM) tailings capacity review; communicate findings to the Accountable Executive and EoR.

To be considered for the position, you must meet the following requirements:

  • Bachelor’s degree or higher in Geotechnical Engineering, Civil Engineering, Mining Engineering, or a closely related discipline. A postgraduate qualification in geotechnical or tailings engineering is advantageous.
  • Minimum 15 years of experience in geotechnical or tailings engineering, with at least 5 years in an operational RTFE or equivalent accountability role on a high- or very-high-consequence TSF.
  • Demonstrated experience managing TSF raise campaigns, design consultant relationships, and construction quality programmes.
  • Current, working knowledge of the GISTM (2020), ICMM Tailings Governance Framework with knowledge of ANCOLD, CDA, or ICOLD guidelines an asset.
  • Registered Professional Engineer (or equivalent) in a recognised jurisdiction is a benefit.
  • Experience working in sub-Saharan Africa or similar remote/developing-world environments strongly preferred.
  • Proven senior leadership and team development capability in a multicultural operational mining environment.
