Job description
Position: Health, Safety & Environment (HSE) Officer
Location: Mwense District, Zambia
Employment Type: CONTRACT
China Civil Engineering Construction Corporation (CCECC) invites applications from suitably qualified and experienced candidates for the position of Health, Safety & Environment (HSE) Officer for an ongoing Bridge Construction Project in Mwense District, Zambia.
Key Responsibilities
· Develop, implement, and maintain Health, Safety, and Environmental (HSE) management systems for the bridge project.
· Ensure compliance with Zambian occupational health, safety, and environmental legislation, as well as CCECC HSE policies and standards.
· Conduct hazard identification, risk assessments, and regular site safety inspections.
· Prepare, review, and submit HSE reports, records, and other project documentation.
· Establish, implement, and continuously improve HSE procedures, policies, and management systems.
· Conduct safety inductions, toolbox talks, awareness campaigns, and training for employees and subcontractors.
· Investigate accidents, incidents, and near misses, and recommend corrective and preventive measures.
· Monitor environmental protection measures and ensure compliance with environmental management plans.
· Promote a strong safety culture across all project activities.
· Coordinate emergency preparedness and response activities.
· Work closely with project management, engineers, supervisors, subcontractors, and relevant regulatory authorities to ensure effective HSE performance.
Minimum Qualifications
A Bachelor’s Degree or higher in one of the following disciplines:
o Environmental Engineering
o Safety Engineering
o Civil Engineering
o Environmental Science
o Sustainable Development
o Sociology (for community relations-related responsibilities)
o Engineering Management
Experience
· Minimum 3–5 years’ relevant work experience in Health, Safety, and Environment management.
· Experience working on road construction projects and/or bridge construction projects is mandatory.
· Experience in large-scale infrastructure or civil engineering projects will be an added advantage.
· Strong knowledge of occupational health, safety, and environmental management principles and applicable legislation.
· Demonstrated ability to write technical reports, prepare HSE documentation, and maintain accurate records.
· Proven ability to develop, implement, and maintain HSE management systems and procedures.
· Excellent analytical, communication, interpersonal, and organizational skills.
· Ability to identify risks and implement effective mitigation measures.
· Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
· Ability to work under pressure and within a multidisciplinary project environment.
