Role Overview: PMEL Officer Jobs in Kafue
The PMEL Officer will design, manage, and implement monitoring, evaluation, and learning frameworks for WWF Zambia’s country office grants and projects. Reporting to the PMEL Manager and supervising interns and consultants, this role ensures alignment with WWF’s global standards and the Country Office Strategy. The officer will uphold the integrity of data management systems and promote adaptive management to enhance project impact.
Key Responsibilities
- Planning: Provide technical guidance in developing Theory of Change, logical frameworks, and PMEL frameworks aligned with WWF’s Project and Programme Management Standards (PPMS).
- Monitoring, Evaluation & Reporting: Collect, review, and analyze quality data to inform project progress; maintain PMEL databases; coordinate timely reporting including baseline and evaluation activities; collaborate with program managers and regional coordinators to ensure compliance.
- Learning & Adaptive Management: Facilitate lessons learned workshops; promote knowledge sharing; integrate recommendations into program improvements.
- Capacity Development: Deliver training and support to staff, partners, and stakeholders on M&E methodologies and best practices.
Minimum Qualifications and Experience
- Bachelor’s degree in natural resource management, conservation, social sciences, statistics, monitoring and evaluation, or related fields.
- At least 2 years of practical experience in PMEL methodologies, project cycle management, data analysis, and report writing.
- Experience with result-based management and familiarity with PPMS or Open Standards is an advantage.
- Proficiency in data collection tools such as KOBO, ODK, Survey123 and data visualization software like R, PowerBI, Tableau, or Excel.
- Strong knowledge of the non-profit sector, preferably environmental NGOs, including governance and compliance.
- Excellent command of written and spoken English and local languages.
Working Relationships
- External: Engage with donors to ensure PMEL compliance with funding requirements; collaborate with partners to maintain standards.
- Internal: Coordinate with project managers and regional PMEL coordinators to align protocols with WWF’s global standards.
