Real Estate Executive – Filling Station Land Acquisition

Position Overview: Real Estate Executive Jobs in Lusaka
The Real Estate Executive will lead efforts to identify, evaluate, negotiate, and secure land suitable for petroleum retail development. This position demands a comprehensive understanding of Zambia’s regulatory environment, including compliance with the Energy Regulation Board (ERB), local councils, Road Development Agency (RDA), Zambia Environmental Management Agency (ZEMA), Water Resources Management Authority (WARMA), and other statutory organizations. The successful candidate will cultivate and maintain strategic relationships with government bodies, landowners, and community stakeholders to ensure timely permit acquisition while adhering to the highest ethical standards.
Key Responsibilities
- Land Identification & Acquisition: Conduct nationwide surveys to locate optimal sites in urban and rural areas; assess compliance with zoning and development regulations; prepare detailed site evaluation reports; maintain a pipeline of prospective properties; coordinate due diligence with surveyors, valuers, and legal teams.
- Regulatory Compliance & Liaison: Build and sustain relationships with ERB, local councils, RDA, ZEMA, WARMA, Ministry of Lands, and other statutory bodies; monitor regulatory changes; prepare and submit permit applications; collaborate with legal counsel on land agreements and title documentation.
- Negotiation & Transaction Management: Lead negotiations with landowners and agents to secure favorable lease or purchase agreements; prepare heads of terms and letters of intent; oversee transaction documentation from initiation to title transfer; ensure transparent and ethical negotiation processes.
- Government & Stakeholder Relations: Establish trusted relations with government officials, traditional leaders, councillors, and community representatives; represent UNO Energies at official meetings; facilitate community consultations as part of permit processes; provide management with regular updates on government relations and permit status.
- Field Travel & Market Intelligence: Travel extensively across Zambia to prospect land; monitor competitor locations and market trends; develop local networks of brokers, agents, and traditional authorities.
- Reporting & Administration: Maintain accurate records of visits, negotiations, and permit applications; submit weekly and monthly progress reports; manage site acquisition budgets within approved limits.
Qualifications and Experience
- Bachelor’s Degree in Real Estate, Land Economy, Land Management, Business Administration, Urban Planning, or related field.
- Certification of academic qualifications by the Zambia Qualifications Authority (ZAQA) is required.
- Professional membership in the Zambia Institute of Estate Agents (ZIEA) or equivalent is advantageous.
- Minimum 3 to 5 years’ experience in real estate, land acquisition, or property development.
- Experience in the petroleum or energy sector is a strong advantage.
- Proven ability to navigate Zambian statutory and regulatory frameworks including ERB, RDA, local councils, and ZEMA.
- Demonstrated success in negotiating commercial land transactions such as leases and purchases.
Essential Skills and Competencies
- In-depth knowledge of Zambian land and property law, and real estate regulations.
- Familiarity with ERB petroleum retail site standards, RDA access guidelines, and local council planning requirements.
- Ability to interpret survey plans, land titles, and zoning maps.
- Proficient in Microsoft Office Suite and property management software.
- Exceptional negotiation and persuasion skills to achieve mutually beneficial agreements.
- Strong interpersonal skills with the ability to build lasting relationships across government, traditional authorities, and private sector stakeholders.
- High integrity, transparency, and commitment to ethical standards.
- Self-motivated and results-oriented, capable of working independently in the field.
- Excellent written and verbal communication skills in English; knowledge of local Zambian languages is an advantage.

Working Conditions
- Extensive travel required—up to 60–70% of working time—across all provinces, including remote rural areas.
