The Zambia Environmental Management Agency (ZEMA) is seeking qualified Zambian citizens to apply for the position of Project Technical Coordinator based at its Head Office in Lusaka. This role is pivotal in driving the successful implementation of the “Supporting the Shift to Electric Mobility in the Republic of Zambia” (e-mobility project), ensuring all activities are delivered efficiently, within scope, budget, and timeframes while upholding technical, environmental, and social standards.

ZEMA is a statutory body established under the Environmental Management Act No. 12 of 2011, mandated to promote sustainable natural resource management, environmental protection, and pollution control across Zambia. The agency collaborates with government ministries, UNEP, private sector entities, and civil society to advance sustainable, low-carbon, and gender-responsive mobility solutions.
Key Responsibilities for Project Technical Coordinator Jobs in Lusaka
The Project Technical Coordinator will be responsible for:
- Project Management: Overseeing daily project operations, ensuring alignment with objectives, timelines, and budgets.
- Coordinating implementation efforts with ministries, agencies, private partners, NGOs, and development stakeholders.
- Managing financial aspects including budget preparation, tracking, and reporting.
- Organizing key meetings such as inception, stakeholder, and Project Steering Committee sessions, serving as Secretary to the PSC.
- Supervising consultants, subcontractors, and technical working groups to maintain project quality.
- Facilitating effective communication between ZEMA, UNEP, and national stakeholders.
- Submitting progress, financial, audit, and final project reports in a timely manner.
- Technical Leadership: Ensuring the quality and consistency of all deliverables and outputs.
- Developing Terms of Reference for consultants and partners.
- Identifying and managing technical, environmental, and social risks with updated mitigation plans.
- Overseeing environmental and social safeguard measures, including grievance redress and stakeholder engagement.
- Reviewing and updating safeguard and gender action plans bi-annually.
- Monitoring Gender Action Plan implementation and ensuring capacity-building and reporting targets are met.
Qualifications and Experience
- Education: Grade Twelve with five acceptable O-level passes including Mathematics and English.
- Bachelor’s Degree in Environmental Management, Engineering, Transport Planning, Energy Policy, Project Management, or a related field. A Master’s Degree is an advantage.
- Experience: Minimum of five years in project coordination, stakeholder engagement, and technical reporting.
- Experience in Environmental Management, Transport, or Renewable Energy sectors is preferred.
Skills and Competencies
- Strong leadership, organizational, and coordination skills.
- Excellent communication and stakeholder engagement abilities.
- Analytical and problem-solving proficiency.
- Familiarity with GEF, UNEP, or comparable international project management frameworks.
- Proficiency in Microsoft Office and project management software.
- Ability to work independently and collaboratively within multidisciplinary teams.
Terms and Conditions
- Contract duration: 36 months.
- Working hours: 40 hours per week.
- Travel is required as part of the role.
