Request for quotation for Blanket Purchase Agreement (BPA) for vehicle hire with driver as and when need arises

Chemonics International, through the the U.S Government-funded Global Health Supply Chain—Procurement and Supply Management (GHSC-PSM) program in Zambia invites prospective bidders provide a quotation for a Blanket Purchase Agreement (BPA) for car rental services (please see attachment for detailed specifications). GHSC-PSM is the mechanism by which the USG delivers lifesaving pharmaceutical and medical supplies to countries around the world, including Zambia. The below request for quotations (RFQ) outlines the services for which we are seeking quotations from your firm, as well as deadlines and evaluation criteria. 

Please read the request for quotation (RFQ) in full, including the requirements for submission, carefully. All proposals must be submitted by email per the instructions below and will be evaluated on the Lowest Price Technically Acceptable basis. All questions and proposals should ONLY be submitted via email to PSMZambiaProcurement@ghsc-psm.org. The deadline for submitting final offers is 17:00 hours, local Lusaka time, Friday March 6, 2026.

Your quotation must be submitted by email only and should indicate and provide the following requirements:

Price per unit and total cost should be shown clearly in Zambian Kwacha
Clearly indicate availability of your proposed vehicles
Provide a copy of a business registration and valid ZRA tax clearance certificate
Quotation must be exempt from all applicable taxes
Unconditional discount(s) should be shown clearly where applicable
Price validity period must be stated clearly
Terms of payment shall be 30 days after acceptance of deliverables
Quotations with a Per Kilometre price shall not be accepted.
