Key Responsibilities:

Financial Management & Fiduciary Oversight

Provide end-to-end financial management oversight for the EC 2.0 project, including budgeting, forecasting, expenditure tracking, and cash flow management.
Ensure all financial transactions comply with WVZ financial policies, donor requirements, and approved budgets.
Review and approve enterprise grant budgets, financial reports, and liquidation documents prior to disbursement.
Support milestone-based disbursements by verifying financial compliance and expenditure eligibility.
Monitor burn rates and flag variances, risks, or underspends to project management.

 

Grants Compliance and Donor Regulations

Ensure full compliance with donor agreements, grant conditions, and reporting requirements.
Provide guidance to project staff and enterprise grantees on allowable costs, procurement rules, cost allocations, and financial controls.
Maintain up-to-date grant files, contracts, amendments, and compliance documentation.
Support donor audits, internal audits, and compliance reviews, ensuring timely resolution of findings.
Monitor sub-grantee compliance and recommend corrective actions where required.

 

Budgeting, Reporting and Financial Analysis

Lead the preparation and revision of project budgets in collaboration with the Project/Fund Manager.
Produce accurate and timely monthly, quarterly, and annual financial reports for donors and internal stakeholders.
Conduct financial analysis to support management decision-making and value-for-money assessments.
Reconcile financial data between WVZ systems and project records.

 

Risk Management and Internal Controls

Identify, assess, and monitor financial and compliance risks associated with enterprise financing.
Strengthen internal controls and segregation of duties across project financial processes.
Support fraud prevention, detection, and reporting in line with WVZ policies.
Ensure procurement and asset management processes meet WVZ and donor standards.

 

Capacity Strengthening and Coordination

Build the financial and compliance capacity of project staff, partners, and enterprise grantees.
Develop and deliver trainings on financial reporting, grant compliance, and audit preparedness.
Coordinate closely with MEAL, GAM, and Technical Specialists to ensure alignment between results, spending, and compliance.

 

Qualifications:  Education/Knowledge/Technical Skills and Experience

Education: – Bachelor’s Degree in Accounting, Finance, Commerce, Business Administration, or a related field; Professional accounting qualification (ACCA, CIMA, CPA, ZICA) is an added advantage.
Experience: – Minimum of 5–8 years’ experience in grants finance, project accounting, or donor compliance within an NGO or development organization; Demonstrated experience managing donor-funded grants and sub-grants; Experience with performance-based or milestone-linked financing mechanisms is an advantage; Proven experience supporting audits and managing compliance risks.
Skills and Competencies: Strong financial analysis, budgeting, and reporting skills; Excellent understanding of donor regulations and WVZ financial systems; High level of integrity, attention to detail, and accountability; Strong communication skills for working with technical and non-finance teams; Proficiency in MS Excel, Word, PowerPoint, and financial management systems.

 

 Working Environment / Conditions:

·       Work environment:  50% Field based, 50% Office work

Travel:  Local travel and international as my be required
